Founded in 2022, Haintso Consulting is an independent consulting firm based in Madagascar. Our team boasts over ten years of collective experience in monitoring and evaluation, applied research, and impact analysis for humanitarian and development projects. Our recent establishment leverages the individual expertise of our consultants, who have previously worked within international and local organizations, accumulating solid know-how in complex contexts such as those of sub-Saharan Africa. We support a wide range of partners—NGOs, public institutions, social enterprises, and donors—in the design, strategic management, and rigorous evaluation of their initiatives. Our primary objective is to ensure greater operational efficiency, increased transparency in decision-making processes, and the long-term sustainability of actions carried out on the ground, particularly in environments marked by socio-economic vulnerability and environmental challenges.
Our field experience is particularly rooted in the southern regions of Madagascar, an area we know intimately thanks to numerous missions carried out for leading partners such as the FAO (Food and Agriculture Organization of the United Nations), USAID (United States Agency for International Development), UNICEF (United Nations Children's Fund), CRS (Catholic Relief Services), CARE International, and GIZ (German Agency for International Cooperation). For example, in the Anosy region, we conducted studies on drought resilience and food security, which involved direct interactions with mining and farming communities similar to those targeted by the JOFA ACTE project. This geographical and cultural proximity allows us to effectively navigate the logistical, linguistic, and security challenges inherent in these areas, while incorporating a local perspective that enriches our analyses.
The firm is currently delivering the final evaluation of the FAMAHA 2 project for Terre des Hommes. Already strengthening our understanding of the organization's expectations and approaches.
Beyond our regional focus, Haintso Consulting is committed to a holistic approach that emphasizes the inclusion of marginalized voices, particularly those of children, women, and vulnerable groups. Our mission is to ensure that every development project generates measurable, relevant, and sustainable results by providing rigorous technical expertise tailored to specific contextual realities. Our vision is to be the leading partner for organizations seeking to maximize their social and economic impact, while integrating the principles of environmental sustainability, social responsibility, and continuous learning. To achieve this, we invest in the ongoing training of our team, in partnership with Malagasy and international academic institutions, and we adopt modern technological tools to optimize our processes. Since our inception, we have completed over 15 evaluation missions, covering diverse themes such as child protection, food security, and gender, with a client satisfaction rate exceeding 95%, as evidenced by feedback from our partners. This upward trajectory ideally positions us to contribute to complex projects like JOFA ACTE, where the diversity of contexts and the sensitivity of the issues demand nuanced expertise.
A. Areas of Expertise

• Evaluation of development projects and programs: We conduct baseline, mid-term, endline, and impact evaluations, using standard frameworks such as those of the OECD/DAC. For example, in a final evaluation for the CRS in 2023, we measured the impact of a WASH project on over 10,000 beneficiaries in six regions of Madagascar, identifying lessons learned that led to programmatic adjustments. These evaluations often include capitalization and learning components, where we facilitate workshops to disseminate the findings.
• Monitoring and support

Strategic monitoring and support for performance improvement: We offer ongoing support to organizations to optimize their monitoring systems, integrating SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators. In a partnership with GIZ in 2023-2024, we supported the Ministry of the Environment in integrating gender considerations into its activities by developing a methodological guide that was adopted nationally.
Sectoral studies: Our research covers key sectors such as food security (nutritional vulnerability analyses), water and sanitation (WASH assessments), gender and economic empowerment (studies on women's empowerment), local governance (institutional capacity building), and the environment (climate impact assessments). For example, our mission for the FAO in 2025 analyzed the feasibility of a regulatory framework for drought early warning systems, involving more than 200 local stakeholders.
• Capacity Building: We offer training, workshops, and coaching on monitoring and evaluation and results-based management. In 2024, we trained GIZ-PROSol technicians in facilitation and adult learning techniques, thereby enhancing their community facilitation skills. These interventions are always contextualized, with a focus on a participatory approach to ensure local ownership.

• An ability to build bridges between NGOs, the private sector, and public institutions: We foster sustainable partnerships, as demonstrated in our 2022 work with ISA Agribusiness, where we developed marketing strategies for agricultural trainers, connecting private sector actors and communities.
• Reliable, actionable, and decision-oriented deliverables: Our reports are designed to be actionable, with clear recommendations and data visualizations (graphs, tables) to facilitate understanding and implementation.

• Design and implementation of mixed-methods (quantitative and qualitative) methodologies: We combine statistical surveys with thematic analyses for a comprehensive understanding. For example, in the CARE 2024 baseline study, we used mixed methods to assess WASH needs in seven regions.
• Proficiency in digital data collection tools (KOBO, ODK): These tools enable efficient and secure data collection, reducing errors and accelerating analysis. We have used them in most of our recent projects, ensuring data traceability.
• Statistical and thematic analysis (SPSS, NVivo): Our team excels in advanced analyses, including regressions and thematic coding, to extract in-depth insights.
