Institute for Hydrometeorology and Seismology is a state institution that has the task in Montenegro. Records of natural disasters, especially the phenomena of drought and flooding, which has always followed the hunger and migration, found in historical documents from the 17th, 18th and 19th centuries. The first systematic measurements of the free Montenegro began on 1 September 1882.god. in Podgorica, which was organized by Dr. Petar Miljanic.

These are the measurements of basic climatic elements air temperature, rainfall, humidity, air pressure and wind direction. At the same time, during 1882, started the meteorological measurements for the purposes of maritime affairs in Bar and Ulcinj, in order of 1887 began taking measurements in Cetinje and Niksic, and later in other urban areas of the Principality of Montenegro.
