The State Administration School (VAS) is the largest training center for employees in the state administration.
VAS was founded in 1993 and is a direct state administration institution under the supervision of the State Chancellery, whose task is to develop and provide a high-quality training and consulting offer, focused on the current and future needs of employees in the state administration, in order to help provide quality state administration services to the Latvian public .

In 2019, 11,976 participants participated in the studies and events of the School of State Administration .

An organization that learns - this is the goal and guiding principle of the School of Public Administration, introducing changes in the culture of learning in public administration as a whole and in each institution separately. It is pleasing that more and more institutions invest resources in the development of their employees when planning operational strategies and achieving goals, because only continuous development gives the opportunity to strive for excellence. We see every day that more and more heads of institutions understand that the development of employee competencies is the key to the efficiency and productivity of the institution, as well as motivating and strengthening the team.

In the teaching process, the School of State Administration applies not only classical theory lectures, but also more and more new and innovative methods - mutual exchange of experience, case analysis, coaching, providing individual support for the development of leadership skills, stimulation of organizational situations, during which state administration employees can put themselves in the "skin" of entrepreneurs. ”, which provides an opportunity to improve the quality of services, reduce the administrative burden. The year 2019 is also marked by the development of new interactive e-courses, supplemented with face-to-face lessons, discussions, learning from the experience of others, practicing the mixed methods learning process.

We are proud and pleased that, as a result of the lessons implemented, some institutions have started using LEAN and public service design methods to increase efficiency, simplify processes and improve services.

In 2020, we will continue the creation and preparation of the network of internal trainers - mentors of the state administration, so that the existing experts with their extensive knowledge and experience can share them professionally with their colleagues. We find it essential to learn from each other and from the best in the sector. In 2020, VAS priority learning topics are digital skills, talent management and policy design skills.

In 2020, in cooperation with the State Chancellery, we will continue working on the creation of a training strategy for employees of the state administration, in order to help employees develop knowledge and skills that meet future needs. We will ensure this with the introduction of new methods, approaches and technologies, creating a modern and motivating learning environment, thus promoting the systematic management and transfer of knowledge.

The spring of 2020 is an introduction to the year of change for everyone - both at the individual level, as well as at the level of society and organizations. It is easiest to understand the meaning in crises, changes, upheavals. The School of Public Administration will continue to provide support with its services to help institutions move towards a purpose-driven organization - so that we as a public administration are ready to provide the best for society, based on ethics and vision. Every leader is responsible for creating purpose and meaning for their team. To do this, a manager must be aware of his own internal ethical and moral compass, as well as a genuine willingness to give the best possible to the team, the client and society as a whole.
