  1. The Commonwealth of The Bahamas has received from the Inter-American Development Bank toward the cost of the Program to support the Health Sector to Contain and Control Coronavirus and to Mitigate its effects in Service Provision, and it intends to apply part of the proceeds of this financing to payments under the Contract for Procurement of ICT Equipment.
  2. The Ministry of Health & Wellness now invites sealed bids from eligible and qualified bidders for the procurement of ICT equipment.
  3. The Request for Bids will be conducted through the International Competitive Bidding (ICB) procedures specified in the Inter-American Development Bank's Policies for the Procurement of Works and Goods financed by the Inter-American Development Bank and is open to all bidders from Eligible Source Countries as defined in the Policies.
  4. Interested eligible bidders may obtain further information from the Ministry of Health & Wellness; Procurement Specialist via email address mohwpeu@bahamas.gov.bs.
  5. Qualifications requirements include:

Manufacturers submitting bids shall submit audited balance sheets, current ratio, and debt-to-equity ratio to the Purchaser for the last five years.  Bidders are also required to provide evidence of successfully manufacturing at least one million All-in-one desktops and one million laptops each year in each of the past five years.  Goods must be new, current models and incorporate all recent improvements in design and materials, except when the technical specifications required provides otherwise.  They shall have no defect arising from design, materials, workmanship, or any act or omission of the manufacturer that may develop under everyday use of the supplied Good.

If a Bidder is not a manufacturer but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section V, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii), (iii), and the Bidder shall confirm that it has successfully supplied at least $1 million in sales of ICT equipment or similar goods in each of the past five years and can provide technical support and the required warranty.

A margin of preference for certain goods manufactured domestically shall not be applied.  Additional details are provided in the Bidding Documents.

  1. Bids must be delivered to the address below at or before 9:30 am on September 19 2022.  Electronic bidding will not be permitted.  Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who choose to attend in person or online at the address below at 10:00 am on September 19 2022.  All bids must be accompanied by a Bid-Securing Declaration of or an equivalent amount in a freely convertible currency.
