The Government of the Republic of Angola (GoA) received financing from the International Bank of Reconstruction and Development (IBRD) and co-financing from the French Development Agency (AFD) towards the cost of the Electricity Sector Improvement and Access Project (ESIAP), and intends to apply part of the proceeds for consulting services.

The Project Coordination Unit (PCU) intends to engage the services of a Consulting firm (Owner's Engineer) to support PRODEL in preparation of technical specifications, bidding documents, bid evaluation reports and supervision of implementation of generation monitoring centre, dam safety equipment and O&M software, for all technical aspects of component 3.2 of ESIAP Project.

The Owner’s Engineer Consulting firm will support PRODEL and Project Coordination Unit (PCU), among other tasks, in the preparation, procuring and supervising all activities of sub-component 3.2 - Strengthening of monitoring, operation and maintenance of generation plants, namely in the implementation of the following activities:

• O&M strategy, planning, and software;

• Strengthening hydrometeorological monitoring;

• Strengthening dam safety monitoring;

• Generation Monitoring Center and Data platform;

• Special tools for maintenance.

The contract duration is 36 months, taking in consideration the work plan anticipated in the Terms of Reference.

The Owner’s Engineer Consulting firm must demonstrate a minimum of 10 years of relevant experience in similar projects, including experience in Civil Engineering, with emphasis on Dam Safety, Civil Works, Data Monitoring, Dam Safety Plans, Emergency Action Plans, Dam Failure Studies and other sources of energy.

Note: ESIAP reserves the right to verify submitted references and use the information obtained for evaluation purposes.

The Project Coordination Unit of the Electricity Sector Improvement and Access Project (ESIAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as attachments and will not be affected by the 30-page limitation.

A Consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank Procurement Regulations for IPF Borrowers”, dated November 2020 “Quality- and Cost-Based Selection (QCBS) method”.
