The Government of Sierra Leone has received financing from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project (QEHSSSP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes Feasibility study to establish the most appropriate Biomedical Waste Treatment Facility (CBWTF) for the Western Area Rural and Urban Districts. The main objective of the assignment is to undertake a feasibility study for the proposed Centralised Biomedical Waste Treatment Facility for the Western Area Rural and Urban Districts. The assignment will be in two (2) phases:

Phase 1: Technical Feasibility Study - Assessment and Selection of a Healthcare Waste Treatment Technology(ies) and Site for the Centralised Biomedical Waste Treatment Facility; and

Phase 2: Financial and Sustainability Analyses of the Selected technological option(s)/site.

The implementation period of the assignment is one year, expected start date is January 2023.

The Integrated Health Projects Administration Unit (IHPAU) now invites eligible and qualified consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria would be based on proven experience of firms/ consultants in conducting Feasibility Study of this nature.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Base Selection (QCBS) method set out in the Procurement Regulations.
