MILLENNIUM CHALLENGE ACCOUNT - BURKINA (MCA-BF)
AWARD OF CONTRACT
The Millennium Challenge Corporation (MCC) and the government of Burkina Faso signed a grant agreement for the Millennium Challenge on 14 July 2008 in order to help facilitate poverty alleviation through economic growth in Burkina Faso (Compact of Burkina Faso) for an amount of US$ 480,943,569. The Compact Program comprises: (i) the improvement of the agricultural and livestock productivity and amenities, (ii) the improvement of access to national and international markets, and (iii) the increase young girl’s primary education completion rate. In order to achieve these objectives, the program will be based on a three-dimension strategy on (a) land tenure security, (b) land development and management for the irrigated agriculture, livestock and fish production, and (c) the improvement of market competitiveness through investments in the road network and market infrastructures.
Moreover, on 22 November 2007, MCC offered a grant to Burkina government to support some activities prior to the actual implementation of the Compact including key staff recruitment for MCA, the mobilization of fiduciary and procurement agencies, for a global amount not exceeding US$ 9,430,000 in accordance with Article 609(g) of Act 2003 of Millennium Challenge (“Act”), activities which will facilitate the development and execution of the suggested Compact

*I - Activity Name: Integrated Water Resources Management (IWRM) support project in Mouhoun and Comoe basins (AD9.1)

--Scope (summary): IWRM is a sub activity included in the component “Water Management and Irrigation” of Agriculture Development Project implemented under the Burkina Faso Compact
IWRM in the Mouhoun and Comoé River Basins, in accordance with the PAGIRE aims at the participatory development and implementation of some of the required institutional structure for SDAGEs (Integrated Water Management Plans) in the Mouhoun basin and in the Comoé basin. It will build upon the work of RESO and VREO in these basins and work toward the long-term goals of full PAGIRE implementation in both of these basins.

--Scope (summary): (Lot 1) The supplier will have to provide 19 GPS/Mobile GIS 1 to 3 meter accuracy; 2 GPS/Mobile 1 to 40 centimeter;18 GPS/cartography; it will also train five applicants for good use of the GPS/Mobile GIS and GPS/cartography; (Lot 2) The supplier will have to provide 34 desktop computers plus software licence with accessory; it will also train five applicants for good use of the update software. the desktop computers have to be delivered at final destinations (17 communes).
