Description

Notification of Contracts Awarded
The United States of America acting through the Millennium Challenge Corporation (MCC) and the Government of the Kingdom of Lesotho (the Government) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in the Kingdom of Lesotho (the Compact) in the amount of $362 Million US$ (MCC Funding). MCA-Lesotho on behalf of the Government has applied a portion of the proceeds of MCC Funding to eligible payments under the contracts listed below. Payments by MCA-Lesotho will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC Funding, of the Compact. No party other than the Government and MCA-Lesotho shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.
The five-year Compact is comprised of a program consisting of three projects: Water Sector, Health Sector and Private Sector Development.
Following are the contracts awarded over the period January to June 2011:

Description: LAA Training of Survey Staff
Awarded to: Land Equity International (Pty) Ltd
Price Ceiling: $45,000

Duration: 60 working days
Scope: To conduct practical field-based training in the operation and use of satellite surveying systems, including hardware, software and data management procedures, for private sector and LSPP/LAA land surveyors. Prepare practical training exercises and support “hands-on” training and “learning-by-doing” supported with explanations of theory and best practice. Instruct and guide surveyors in how to identify and create boundary demarcation and how to interact with owner/occupiers to discover boundaries. Organise and conduct training courses in the theory and practice of cadastral surveying using satellite-based methods.

Description: Assessment of Land Acquisition Requirements & Development and Implementation of Resettlement Action Plan (RAP) for WASA Urban and Peri-Urban Water Supply Project

Scope: To examine all relevant documents relating to WASA project and other documents containing information that might be useful for her/his work. Early participation of potential project affected people (PAPs) (i.e. formal or informal landowners, tenants, renters, business owners using land needed for the project) is of utmost importance and in this regard, the consultant is expected to carry out preliminary consultations with key stakeholders.

Scope: The Enterprise Baseline Survey is broadly aimed at assessing the current status of businesses in relationship to water supply and sanitation; essential health services and improvement of the investment climate in Lesotho. In the next rounds, the survey will aim at assessing the extent to which the Lesotho Compact, through increasing access to water and sanitation, improving access to credit, reducing cost of banking and land transactions and increasing participation of women will have stimulated investment in the economy.
