ENGAGEMENT OF CONSULTANCY SUPERVISION FIRM FOR VERIFICATION OF CONTRACTOR’S TECHNICAL INPUT AND CONSTRUCTION SUPERVISION OF SELECTED SCHOOLS UNDER THE AGILE PROJECT IN PLATEAU STATE
The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Adolescent Girls Initiatives for Learning and Empowerment (AGILE) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include: (a) Pre-Construction activities, during which the Consultant will be expected to provide technical advice to the Steering Committee/State Project Implementation Unit (SPIU) on the site-specific designs to be carried out by the building construction contractor and (b) Construction Supervision, during which the Consultant will provide supervision of the building construction to ensure high quality construction and timely completion while ensuring compliance with environmental and social standard requirements. The assignment is expected to commence in November 2022 for an implementation period of about 15 months. During the period of implementation, the Consultant will be expected to provide adequate key/non-key professional staff as defined in the ToR.

The Project Implementation Unit of the Plateau State Adolescent Girls Initiative and Learning Empowerment (AGILE)/Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) evidence showing the fields of specialty of the firm (consultant’s profile/brochures)
(ii) evidence showing that the firm is a legal entity (certificate of registration) of not less than 10years,
(iii) Evidence showing the technical and managerial capabilities of the firm in the field of assignment.
(iv) Description of similar assignments (i.e, consultant’s past projects that are similar in nature to engineering consultancy assignment, including design and supervision of building construction and other associated services.
(v) Availability of professional license.
For each project performed the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources. Previous supervision with the World Bank Project will be an added advantage.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
