Assignment Title: Consulting services for conducting trainings on the topic: “Supporting communities in identifying, developing and preparing relevant documents and investment business plans, as well as conducting training seminars in Navoi region”.

The International entre for Food and Agriculture Strategic Development and Research under the Ministry of Agriculture of the Republic of Uzbekistan has received financing from the World Bank for the implementation of the “Climate Adaptation and Mitigation Program for Aral Sea Basin” project, and intends to apply part of the proceeds for consulting services.

The Consulting services (“the Services”) include:

1.  Develop a detailed schedule of the training sessions in 8 districts of the Navoi region (to be agreed with the district administrations) for approval by the Client;

2.  Conduct a campaign to raise awareness about the goals and objectives of the allocation of grant funds for all medium and low income households and dehkans in all makhallas of 8 districts of the Navoi region;

3.In each project district, training for potential beneficiaries on the development of a business plan and the preparation of relevant documents in the above-mentioned fields and areas of investment for submission to the Evaluation Commission of NCU in order to receive sub-grant funds for investment activities;

Implementation period of the assignment is 19 months. Expected start date of the assignment is              November 1, 2022. Consultant should ensure full consistency with the TOR attached to this REOI.

The International entre for Food and Agriculture Strategic Development and Research under the Ministry of Agriculture of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consulting company must have the following qualifications:

•   should have relevant experience in the preparation of training plans and training materials / manuals related to climate change, assessment and understanding of climate hazards and their consequences, climate change adaptation measures in Uzbekistan;

•   must demonstrate a proven ability to organize and manage training events, the number of participants and the places, with experience at least 5 years;

•   have experience in implementing the practices of foreign countries on adaptation to climate change in the last 5 years;

•   has experience on developing of the business plans on preparation of applications for grants to demonstrate the technical and financial viability of the proposed economic activity, satisfactory projected cash flows.

•  Sufficient experience in preparing descriptive and analytical reports.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016,  revised in November 2017 and July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
