Assignment Title: Provision of Consultancy Services for Feasibility Study for the Design, Installation and Operation of Pre-Paid Meters in Rural Tanzania under PPP Scheme

The Government of the United Republic of Tanzania has set aside funds for the operation of the MoW during the financial year 2022/23. It is intended that part of the proceedings of the fund will be used to cover eligible payments under the contract for the Provision of Consultancy Services for Feasibility Study for the Design, Installation and Operation of Pre-Paid Meters in Rural Tanzania under PPP Scheme

The consulting services (“the services”) for the assignment shall consist but not limited to the following activities:  to implementing the feasibility study in light of technical, economic, legal and regulatory due diligence, financial, market, socio/environmental, PPP structuring and risk identification, community engagement, VfM analysis, technical, PPP procurement experience, PPP project agreements, project management and planning and affordability factors. The FS will allow the client to understand which PPP option to pursue to provide value for money. The consultant is expected to complete the assignment within a six (6) months period. The supervision will be jointly implemented by RUWASA, Ministry of Water and MoFP PPP Division.

MoW now invites eligible Consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The short-listing criteria are (a) core business of the firm and years in business, (b) Financial analysis gained from relevant PPP and project finance (c) experience in similar assignments (provide name and contact address of Client served), (c) expertise with prepaid meters (c) experience of having worked in sub-Saharan Africa or similar environment, (d) Availability of technical and managerial capability of the firm.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The consultant will be selected in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (Procurement Regulations) dated July 2016 and revised in November 2017 and August 2018.

The attention of interested Consultants is drawn to paragraph 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Procurement Regulations) dated July 2016 and revised in November 2017 and August 2018 and the “Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants”, dated July 1, 2016, and other provisions stipulated in the Financing Agreement”, setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the World Bank Procurement Regulations for IPF Borrowers.
