The Government of Angola has received financing from the World Bank and French Agency for Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIP-2), and intends to apply part of the proceeds for consulting services.

The Client now intends to hire a firm to provide Consultancy for Engineering Designs and Works Supervision of Uige Sanitation Service Delivery through engagement of Behaviour Change Communication (BCC). The consultant will carry out the designs for new facilities and for upgrading of the sanitation at household level including provision of BCC services. The facilities to be designed are Pour flush, Container based latrines, four Transfer stations and two Sludge Treatment Plants. In addition to the designs to be produced the consultant will be fully responsible for the construction supervision of all the infrastructures to be designed and constructed under this assignment.

In support of the above the Consultant will conduct the Behaviour Change Campaigns in the City and involve the Selection of Service Options based on CLUES Approach, elaborate and implement the Stakeholder Engagement Plan and the Grievance Redress Mechanism Plan, and testing and commissioning of “Piloting Small-scale Sanitation Service delivery in Peri Urban Areas”.

In this context this assignment will require a Consulting firm Service with combination of Engineering and social services expertise to undertake the tasks mentioned in the Scope of Works. For the firm wishing to aggregate their expertise through Joint Venture (JV) then inclusion of a WaSH’s core business NGO is advisable or the inclusion of the NGO as a designated subcontractor for this assignment. In the case where the NGO will be involved, the technical profile and experience of the NGO shall be part of the proposal

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Client intends to hire a consulting firm with at least 10 years´ experience in wastewater engineering design and construction supervision combined with at least 10 years´ experience in WaSH programs implementation, specially focused on on-site sanitation facilities Behaviour Change Communication (strategy & implementation).

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations, setting for the World Bank’s policy on conflict of interest.
