Consulting Services, MSME-Financing (Innovation, Start-ups, and Microfinance)

Project Measures:

MSME are highlighted in the governmental strategy "Egypt Vision 2030" as the engine for economic growth. To support the promotion of Micro-, Small and Medium Enterprises (MSMEs) in Egypt with a special focus on (1) Innovation and Start-ups as well as on (2) Microfinance, three agreements have been signed between MSMEDA and its development partners: a loan (EUR 30 million) for refinancing loans, a non-repayable financial contribution (EUR 4.5 million) for complementary financial schemes and measures of technical assistance, and another non-repayable financial contribution (EUR 14.98 million) for additional complementary financial schemes and measures of technical assistance. The purpose of the measures under the three agreements is to improve the access of Egyptian MSMEs to need-based financing in order to enable them to increase and safeguard employment and income. This is to contribute to the improvement of the conditions for sustainable economic growth and employment in Egypt

Requested Services:

The objective of this assignment is to support MSMEDA and the project and its components in their further preparation and the complete implementation process of this project and contribute to build up an integrated environment for the promotion of MSME and innovation. In general, the selected consultancy firm will support the PEA in the further preparation and implementation of the loan and its implementation, also in view of the existing EU funding and EU communication requirements. In this context, MSMEDA and their clients would benefit from a guideline for start-ups and innovation in light of international understanding, best practices, and OSLO manual, taking into consideration the Egyptian market. This tender, that concerns Phase B of the Technical Assistance, is expecting the services of an Implementation Consultant for a wider range of services (e.g. gap analysis, management and implementation support, training, procurement), for a strong operative and responsible approach similar to a Project Management Unit, and for a longer duration (starting in 2022 for a period of up to 4 years). This shall address the full set of components of cooperation of Germany and the European Union to support MSMEDA.
