Title: Service Contract for Technical Facility Unit (TFU) for the EU Support to Public Finance Management Reforms in Ethiopia (EUSPRE)
Description: This contract intends to recruit a Technical Facility Unit (TFU) to assist public financial management institutions in Ethiopia, including the Ministry of Finance (at Federal, Regional, Wereda and City administration levels), the Office of the Federal Auditor General (OFAG), the Public Procurement and Property Disposal Service (PPPDS), and the House of People Representatives. These institutions will use the unit to improve transparency and efficiency of public financial management, which will benefit service delivery and inclusive development. The unit will provide, but not limited, technical assistance and in-service trainings in the areas of budgeting, procurement, accounting, auditing (internal and external) and oversight; provide coaching for gender-responsive budgeting; strengthen IBEX/IFMIS IT systems; conduct surveys and research; administrative assistance including communication and visibility ad hocs and serving as Secretariat to the Programme Steering Committee (PSC).
