1. The Government of Iraq has received financing from the World Bank toward the cost of the Baghdad Water Supply and Sewerage Improvement Project and intends to apply part of the proceeds toward payments under the Contract for the Rehabilitation of Al-Habibiya Sewerage Pumping Station. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2. The Mayoralty of Baghdad now invites sealed Bids from eligible Bidders for the Rehabilitation of Al-Habibiya Sewerage Pumping Station. The Rehabilitation works of wastewater lifting stations for Habibiya P.S. will include installation of (10) End suction pumps with motors, accessories, Main Distribution Boards (MDB), Control Panels (CP) and all necessary civil, electrical and mechanical works as specified in BOQs and drawings. The pumps Q/ H are ranging in capacities from (500 L/S@12m to 1500 L/S@12m) and the power is ranging in capacities from (90 kW to 315 kW). The supply install period is 750 calendar days including all direct and related works to complete the project.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016(“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from [Mayoralty of Baghdad (MoB), 6th floor, PMU offices, located at Al Khulafa street in Khillani square, Baghdad- Iraq and inspect the Bidding document during office hours (9:00 am to 2:00 pm Baghdad local time) at the address given below.

5. The bidding document in [English language] may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of [USD 300 (Three Hundred US Dollars)]. The method of payment will be by cash payment, or certified cheque addressed to Mayoralty of Baghdad or direct deposit to the account number 0002-001028-007 in the Trade Bank of Iraq (TBI), and presentation of a deposit attestation from the (TBI).  The document will be sent by electronic mail. Alternatively, the documents may be retrieved at the below address by the interested eligible Bidders.

Note: All bidders who purchased the bidding documents during the first bidding process, will be eligible to retrieve the bidding documents free of charge.

6. Bids must be delivered to the address below on or before 11:00 am Baghdad local time, Wednesday, December 21, 2022. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11:00 am Baghdad local time, Wednesday, December 21, 2022.

7. All Bids must be accompanied by a Bid Security of 100,000 USD (One Hundred Thousand US Dollars), as a Bank Guarantee Valid up to April 18, 2023, the bid security should be addressed to Mayoralty of Baghdad and issued in the name of the Bidder (Company).

In case of Joint Venture submission, the Bid Security should be issued in the name of all the Joint Venture members or in the name of one member supported by a letter of authorization from other member.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

9. A pre bid meeting shall take place on 10:00 am, Baghdad local time Tuesday, December 6, 2022, at the address mentioned below.

10. A site visit will be organized on Wednesday, December 7, 2022, 10:00 am Baghdad time.
