The Federated States of Micronesia (GoFSM) has received financing from the World Bank toward the cost of the FSM Maritime Investment Project (FSMIP) and intends to apply part of the proceeds for consulting services. The provision of effective systems to enhance search and rescue operations within the FSM is one such activity that, in particular, aims to provide and improve life-saving services while serving the social and economic management aspects of FSMIP. 

The consulting services (“the Services”), will be to review and assess Search and Rescue systems needs for GoFSM and each of the four FSM States. The facilitation of a professional Needs Assessment, will be the first step in improving Search and Rescue Systems for each of the four FSM international ports. Along with the provision of these systems, specially designated local staff training and continuous education on the use and maintenance of these systems are needed to ensure proper readiness and execution of plans when necessary.

The SAR Needs Assessment will address three foundational deliverables, namely (i) procurement of emergency locational devices for the general boating community; (ii) develop a Terms of Reference (TOR) for a comprehensive and coordinated marine safety public education/information campaign; and (iii) develop a TOR for a consultancy to undertake the upgrading of marine telecommunication systems in the FSM. GoFSM is aware that these systems and the requisite training collaboration for effective SAR systems must be adequately sized in proportion to the Nation’s jurisdictional responsibilities and inherent capacities.  As such, GoFSM is seeking an individual consultant with the requisite expertise to identify the specific needs of each of its four States in accordance with relevant international standards.

The assignment is expected to require 24 weeks. This includes six weeks of fieldwork.  

The Department of Transportation, Communication and Infrastructure (DoTCI) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Mandatory

  • Bachelor’s degree in a Science Technology Engineering Math (STEM) related field
  • Strong experience and training in marine telecommunications and marine safety
  • Minimum of 2 years of demonstrated and documented experience developing SAR Plans.
  • Minimum of 2 years of established and documented experience providing SAR training.

Desirable

  • Relevant experience in small island developing states
  • Good working knowledge of World Bank safeguards procedures/requirements
  • Experience in international aid-assisted infrastructure projects
  • Excellent general written and oral English communication skills
  • Ability to write fluent, informative but concise, and accurate reports
