INVITATION TO BID FOR PROCUREMENT OF 492 UNITS OF COMPUTER AND PRINTER- SPLIT-REF-031-A-PBD22-08 

1.    The Government of the Philippines (GOP) has received a Loan from the World Bank) toward the cost of Support to Parcellation of Lands for Individual Titling (SPLIT) Project and it intends to apply part of the proceeds of this Loan to payments under the contract for the Procurement of 492 units of Computer and Printers. 

2.    The Department of Agrarian Reform now invites bids for Procurement of 492 units of Computer and Printers to be distributed to various DAR Offices Nationwide (Refer to Section VI. Schedule of Requirements). Delivery of the Goods is required within sixty (60) calendar days upon receipt of the Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Sub-section 5, Section II. Instructions to Bidders and the corresponding World Bank, Bid Data Sheet.

3.    Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”, with some amendments, as stated in these Bidding Documents and is open to all Bidders from eligible source countries as defined in the applicable procurement regulations of the World Bank. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The estimated cost for the contract (ABC) is Php 49,200,000.00 inclusive of all applicable taxes.

4.    Interested bidders may obtain further information from Mr. Dennis Joseph A. Cruz, BAC Secretariat for SPLIT Goods and Non-Consulting Services, Department of Agrarian Reform Central Office (DARCO), G/F DAR Main Building, DAR Compound Elliptical Road, Diliman, Quezon City, Philippines and inspect the Bidding Documents at the address given below during 8:00 A.M to 5:00 P.M.

5.    A complete set of Bidding Documents may be acquired by interested Bidders on                 November 17, 2022 from the address below and upon payment of the applicable fee for the Bidding Documents, in the amount of Php1,500.00. 

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and www.dar.gov.ph provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6.    The The Department of Agrarian Reform (DAR) will hold a Pre-Bid Conference on November 25, 2022 @ 10:00 a.m. through face-to-face meetings, which shall be open to prospective bidders.
7.    Department of Agrarian Reform (DAR) will hold a Pre-Bid Conference on                 November 25, 2022 at 10:00 a.m. through Video Conference via Microsoft Teams, which shall be open to prospective bidders.

8.    Bids must be duly received by the BAC Secretariat at the address below on or before December 7, 2022 at 10:00 a.m..  All Bids must be accompanied by a Bid Securing Declaration in the form prescribed under Section VIII Bidding Forms.  

Bid opening shall be on December 7, 2022 at 10:00 a.m. at DAR-FASPO Conference Room, Elliptical Road, Diliman, Quezon City.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

All bidders are required to strictly comply with the IATF health protocols in wearing face mask.  Physical distancing shall be strictly observed.

9.    The Department of Agrarian Reform (DAR) reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
