  1. The Ministry of Education, Science and Technology has received financing from the World Bank toward the cost of the Higher Education for Economic Transformation Project (HEET), and intends to apply part of the proceeds toward payments under the contract for Procurement of motor vehicles
  2. The Mkwawa University College of Education Mkwawa University College of Education now invites sealed Bids from eligible Bidders for supply of motor vehicles at Mkwawa University College of Education Iringa Region.
  3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November, 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Interested eligible Bidders may obtain further information through TANePS (www.taneps.go.tz) and or at the office of the Secretary of Tender Board, e-mail pmu@muce.ac.tz, from 08:00 to 16:00 hours on Mondays to Fridays inclusive except on public holidays at the address given below.
  5. The bidding document in English language may be downloaded by any registered bidder from website https://www.taneps.go.tz. Interested bidders have to necessarily register themselves on https://www.taneps.go.tz to participate in the bidding under this bid. It shall be the sole responsibility of the interested bidders to get themselves registered at the aforesaid website and apprise themselves adequately regarding all the relevant procedures and provisions related to uploading and submitting of the bids on the aforesaid website. The Bidders shall fill up all information as instructed. The Bidders shall download all forms and fill up as instructed. The filled-up forms/pages shall then be scanned and uploaded on the TANePS along with the scanned copies of the supporting documents.
  6. The Bidders shall submit their bids electronically through TANePS - https://www.taneps.go.tz before the cut-off date and time for submission. Detailed guidelines for viewing Bidding Documents, responses to clarifications and amendments and for online submission are given on the website: https://www.taneps.go.tz and to the address below Secretary of Tender Board, Mkwawa University College, P. O. Box 2513, Iringa – Tanzania at the PMU Office on or before Tuesday 24th January, 2022 at 10:00 hours local time.
  7. All Bids must be accompanied by a Bid Securing Declaration. The Bidders have to submit a scanned copy of the Bid Securing Declaration on the TANePS as per the format provided in the Bidding Documents. In case the Bid Securing Declaration is not submitted by bidder at the date and time specified, the bid will not be considered.
  8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
