This SPN is a revised version of the SPN published on 13th October 2022. The revised SPN is for the same contract with an extension of the initial bid submission deadline, from 13th December 2022 to 10th February 2023.

  1. The Government of the Republic of Kenya has received financing from the World Bank towards the cost of the Horn of Africa Gateway Development Project (HoAGDP) and intends to apply part of the proceeds towards payments under the Contract for: Upgrading of Wajir – Tarbaj - Kotulo (A13) Road and Civil Works associated with Installing a Fibre Optic Cable along the Samatar – Wajir - Kotulo Road Section (188Km) under Package 2 and comprising of two Lots as listed below:

This Request for Bids is for Package 2 which comprises of two (2) Lots: Lot 1 and Lot 2. Bidders can participate in Lot 1 or Lot 2 or both as they qualify.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2.   The Kenya National Highways Authority, a State Corporation under the Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works established under the Kenya Roads Act, 2007, now invites sealed bids from eligible bidders for the contract for construction of the above lots.

The scope of works includes, but is not limited to, the following activities, to be executed within a period of 42 months:

Lot 1:  Wajir- Tarbaj (A13) Road (55 km) including Tarbaj spur road (2 km), Axle Load Control Station and Civil Works associated with installing a Fibre Optic Cable along the Samatar- Wajir- Tarbaj Road Section (124 km):

  • Construction of road pavement to attain a 7m carriageway width with 2m shoulders on each side using materials such as surface dressing, asphalt concrete (superpave specification), cement stabilized gravel base, cement improved gravel subbase and associated earthworks
  • Construction culverts, and other drainage infrastructures
  • Construction of Axle Load Control Station (ALCS)
  • Full and consistent compliance with environmental, social, health and safety safeguards
  • Construction and maintenance of deviation roads and passage of traffic
  • Construction of fibre optic cable civil works along Samatar-Wajir-Tarbaj (124 Km)

Lot 2:  Tarbaj – Kotulo (A13) Road (64 km) and Civil Works Associated with Installing a Fibre Optic Cable along the Road Section (64 Km)

  • Construction of road pavement to attain a 7m carriageway width with 2m shoulders on each side using materials such as surface dressing, asphalt concrete (superpave specification), cement stabilized gravel base, cement improved gravel subbase and associated earthworks
  • Construction of culverts, and other drainage infrastructures
  • Full and consistent compliance with environmental, social, health and safety safeguards
  • Construction and maintenance of deviation roads and passage of traffic
  • Construction of fibre optic cable civil works along Tarbaj- Kotulo (64 Km)

3.    Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated July 2016, and revised in October 2017, August 2018 and November 2020”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4.   Interested eligible Bidders may obtain further information at the offices of Kenya National Highways Authority (address below) during week days (Monday to Friday), excluding public holidays, from 0900 Hours to 1600 Hours local time and inspect the Bidding document during office hours at the address given below.

5.   The Bidding document in English may be obtained free of charge by interested eligible Bidders by downloading from: Website: http://www.kenha.co.ke  or http://www.tenders.go.ke

6.   Bids must be delivered to the address below on or before 1100 hours local time on 10th February 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

7.   All Bids must be accompanied by a Bid Security (in the form prescribed in the bidding documents) of Ksh. 80,000,000 (Kenya Shillings eighty million) for Lot 1 and Ksh. 70,000,000 (Kenya Shillings Seventy million) for Lot 2, or an equivalent amount in a freely convertible currency.

8.  All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

9.   Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
