1.         ThisInvitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business  on 19 November  2012.

2.         The National Statistical Officeof Mongolia has received credit from theInternational Development Association toward the cost of Monstat: Strengthening the National Statistical System of MongoliaProject, and it intends to apply part of theproceeds of this credit payments under the Contract for Procurement of Networking andSecurity Equipment MONSTAT/G/D-2-1.

3.         The National Statistical Officeof Mongolia now invites sealed bids fromeligible and qualified bidders for supply of the following equipment:

4.         Bidding will be conducted throughthe International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all biddersfrom Eligible Source Countries as defined in the Guidelines.                        
 

5.         Interested eligible bidders mayobtain further information from SarantuyaJigjiddorj, Monstat Project and via e-mail: procurement_monstat@nso.mn  and inspect the Bidding Documents at the address givenbelow (1)from 08.00AM-5.00PM local time, Ulaanbaatar,Mongolia.   
  

6.         Qualifications requirements include:

            Experience viability:

·         The bidder must have successfully completed two similar contracts involving supply and installation and after salesservice for networking and security equipment each with value of at least USD 300,000 (Three hundred thousand US Dollars) withinthe past three years.

            Financial viability:

·         The financial capacity requirement shall be stated as average annual sales revenue in 2010 and 2011.

            Experience and TechnicalCapacity:

·         The bidder shall furnish documentary evidence to demonstrate that it meets the following experiencerequirements:

o   Audited Financial Statements for the last two years;and

o   The Bidder's annual sales revenue in the past twoyears must not be less than USD 1,000,000 (One million US Dollars).

7.         A complete set of Bidding Documents in English may bepurchased by interested bidders on the submission of a written application to the address below (1)  and upon payment of a non  refundable fee of MNT 200,000 (two hundred thousand Mongolian Tugrigs) or in USD 145.0 (One hundred and fortyfive US Dollars). The method of payment will be direct deposit to the following bank account:

8.  Bids must be delivered to the address below (1) at or before2.00PM local time, Ulaanbaatar, Mongolia on  24December 2012. Electronic bidding will notbe permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders'representatives who choose to attend in person or on-line at the address below (2) at 2.00PM local time, Ulaanbaatar,Mongolia on 24December 2012.  All bids must be accompaniedby a Bid Security of USD10, 000 (Ten thousand US Dollars) or an equivalent amount in a freely convertiblecurrency.
