The World Bank is seeking a consulting firm to undertake a study on informal settlement upgrading in Somalia. The study will feed into the design of the planned Somalia Informal Settlement Upgrading Project. The study will cover inter alia:1) Informal Settlement Mapping and Typology Development: map all existing informal settlements within Garowe and Baidoa municipality – including but not restricted to infrastructure, topographical and disaster risks -, deliver a holistic analysis of the existing informal settlements, and develop a typology of settlements; 2) Pathway Development: develop realistic pathways for tenure security and upgrading that can help make informal settlers more climate resilient and identify necessary interventions for different types of informal settlements; 3) Site Selection Criteria Development: develop a diagnostic tool to help the government make informed and objective decisions on how to prioritize informal settlements for regularization and upgrading using an evidence-based vulnerability index; 4) Resettlement Location Identification: identify tracts of public land that could be acquired for possible resettlement sites for the informal settlers;5) Beneficiary Selection Criteria: develop inclusive beneficiary selection criteria for the government to determine which informal settlements should be prioritized for support;6) Urban Service Delivery Diagnosis: analyze the current levels of urban service delivery (such as WASH, education, health, transport, markets), access to each by the informal settlers in Garowe, Baidoa, and Mogadishu respectively (including physical and economic access),
