  1. BACKGROUND

The Government of Lesotho is implementing the Smallholder Agricultural Development Project (SADP) 2 with financial support from the World Bank, Government of Japan and the International Fund for Agricultural Development (IFAD). The project covers ten districts – Maseru, Leribe, Botha-Bothe, Mokhotlong, Thaba-Tseka, Berea Mafeteng, Mohale’sHoek, Quthing and Qacha’sNek.

  1. OBJECTIVES OF THE ASSIGNMENT

The objective of the assignment is to provide technical support to SADPII with the implementation of the youth component of the matching grant programme particularly with respect to its mentorship agenda.

  1. RESPONSIBILITIES AND TASKS

The role of the mentorship programme consultant is therefore to design, support the process of recruiting mentors, mentee and other collaborators, implement and coordinate mentorship activities towards project objectives.

To be clear, the scope of work of the youth mentorship consultant shall comprise at the core the following:

  1. Selection of mentees, mentors and other collaborators/implementation partners: Persons selected for mentorship roles should, among others, be prominent or successful farmers e.g. lead farmers and SADP-1 grant beneficiaries, entrepreneurial, with a market orientation e.g. lead firms, and have an interest in youth and youth development programs, etc. Mentees, selected through direct recruitment or from the unsuccessful pool of matching grant contestants, should already be engaged in small scale farming, have provable experience and/or interest in working in roles within agricultural value chains, manifest an interest and passion to commercialize their agriculture, and be available for mentorship, etc. Other collaborators and partners relevant to the implementation of the selected youth mentorship approaches may be mobilized to ensure an effective experience for mentees which promote their knowledge and skills development and advances the objectives of the programme.
  1. Design and implementation of integrated youth mentorship programme: The design and implementation of a youth mentorship programme over a period of up to nine  (9) months (with 1.5 months for designing and mobilization activities including recruitment of mentors, mentees and partners and reporting) and which integrates an optimal combination of the short-term mentorship approaches including apprenticeship (for those who have grants), incubation (for youth who did not succeed in the securing Matching Grants and preparing them for the next call), farmer field schools (specifically for those who did not succeed in the securing Matching Grants in previous rounds), one-on-one coaching (depending on their role along the value chain and which commodity they are involved with), technical training (as necessary to their area of work), and group sessions and peer coaching, among others. The consultant shall design the curriculum for each of these mentorship approaches and shall implement, and coordinate implementation of same.
  1. Development of a technical approach and methodology and workplan (activities, timelines and deliverables): The consultant will be expected to develop a detailed approach and methodology which should be captured in a workplan indicating clear implementation activities, timelines and deliverables.

The assignment is expected to take 12 months commencing from the day of signing the contract.

  1. Proven experience of conducting mentoring/youth leadership programme
  2. Sound understanding of mentorship program.
  3. Experience in designing and implementation of mentorship program and activities.
  4. Fluency in written and spoken English and local language.
  5. Strong capacity to deliver assignment to meet tight deadlines.
  6. Experienced in training.
  1. A consultant will be selected in accordance with selection of Individual Consultants Method set out in Procurement Regulations.
