I. Basic information of the project
Project introduction:
On July 16, 2019, the Ministry of Finance and the World Bank signed the grant agreement of the Global Environment Facility for China Distributed Renewable Energy Application Promotion Project (CDRESP). The grant number is TF0B0141. The grant quota is 7,278,600 US dollars and the account closing date is June 30, 2023.On July 15, 2020, the Department of Finance signed a Grant Implementation agreement with the National Energy Administration for the implementation of the project by the New and Renewable Energy Department of the National Energy Administration.The goals of the project are to expand the application scale of distributed renewable energy in terminal energy consumption in our country, greatly reduce greenhouse gas emissions, and mainly carry out three major activities such as policy research and strategy formulation, pilot demonstration projects and capacity construction.China Distributed Renewable Energy Application and Promotion Project Management Office under the New Energy Department will be responsible for daily management and organization and coordination of the project. The project office will be composed of 6 employees, including 1 project executive director, 3 project managers, 1 financial manager and 1 cashier.
Procurement requirements: In order to meet the requirements of project management, we plan to employ 6 consulting experts to undertake project management, including 1 project executive director, 3 project managers, 1 financial manager, and 1 secretary and cashier of the project office
Contract performance period: from January 1, 2022 to December 31, 2022, employees will be assessed by the New Energy Department of the National Energy Administration every year, and the contract will be renewed for another year after passing the assessment.
Ii. Qualification Requirements of the applicant
(I) Project Executive Director
1. At least 15 years of relevant working experience, including at least 10 years of management experience;
2. Good English listening, speaking, reading and writing skills;
3. Experience in complex projects and project management;
4. Have the management ability of managing contractors and experts to ensure that the deliverables meet quality requirements and are delivered on time;
5. Good communication skills;
6. Understand China's public and private sectors and their operations;
7. Experience in international cooperation projects;
8. Good interpersonal skills to maintain a good working relationship with NEA, the World Bank team, international consultants and other Pmos;
9. Extensive experience and knowledge in the field of renewable energy.
(2) 3 project managers
1. Bachelor's degree in related field;
2. At least 5 years working experience in renewable energy;
3. Experience in cooperating with relevant institutions;
4. Fluent in English, listening, speaking, reading and writing;
5. Experience in international cooperation project management;
6. Good social skills, capable of working as a project manager.
(3) Financial manager
1. Bachelor or Master degree in financial management or Business administration;
2. At least 7 years relevant working experience;
3. Good English listening, speaking, reading and writing skills;
4. Experience as financial manager of international cooperation projects;
5. Familiar with external audit requirements;
6. Good communication skills;
7. Understand China's public and private sectors and their operations;
8. Familiarity with the World Bank's consultant selection and procurement procedures is preferred.
(4) Secretary and cashier
1. Bachelor degree in related major (accounting/Administration Management);
At least 2 or 3 years relevant working experience;
3. Experience in project publicity and promotion;
4. Ability to plan and organize work;
5. Have the ability to assist management;
6. Good English listening, speaking, reading and writing skills are preferred;
7. Familiarity with the World Bank's consultant selection and procurement procedures is preferred.
