Scope of Work
The Bridge Engineer will be primarily responsible to (i) oversee the detailed design activities performed by the Contractors and the associated design review tasks performed by the CS1 and CS2 Consultants for the bridges falling under SHHIP (430 km of the Highlands Highway); (ii) ensure that all standards and specifications have been followed in detailed design and construction of bridges; (iii) assist the “Engineers” to coordinate/liaise with the Design Service Branch at DOWH for approval of the detailed designs for the bridges; (iv) carry out extensive review of the contract documents, especially the “Employer’s Requirements”, the work program, mobilization schedule, cashflow statements, etc. and assist the Employer in issuing necessary instructions to the “Engineers”; (v) oversee the construction and rehabilitation of bridges under design-build contracts, review the IPCs submitted by the Engineers and report to the PMO management and assisting in taking corrective actions, etc.
Detailed Tasks and/or Expected Output
The Bridge Engineer shall be responsible for the following key tasks that include, but not limited to:
Detailed design:(i) Coordinate with the Consultants and Contractors and critically review various tasks associated with the detailed design of bridges, ensure that all required approvals for sub-contracting (if any) for surveys and investigations are obtained by the Contractors; (ii) Oversee the detailed design activities performed by the Contractors and the associated design review tasks performed by the CS1 and CS2 Consultants for the bridges falling under SHHIP (430 km of the Highlands Highway); (iii) Review the test results, site requirements and detailed designs to ensure that all standards and specifications have been followed in preparing the detailed designs of the bridges; (iv) Maintain all design related documents (hard and soft copies) prepared and submitted by the Contractors at the PMO and at DOWH HQ; (v) Assist the “Engineers” to coordinate/liaise with the Design Service Branch at DOWH for approval of the detailed designs for the bridges and ensure that no construction activities commence unless the required approvals are communicated by the Engineers after obtaining the DOWH’s approval; Construction and rehabilitation of Bridges:(vi) Carry out extensive review of the contract documents, especially the “Employer’s Requirements”, the work program, mobilization schedule, cashflow statements, etc. and ensure that the provisions in the contracts are adhered to by the Contractors and Consultants in detailed design and construction of bridges; (vii) Assist in monitoring contractor’s work plan, contractor’s designs, progress of work and in monitoring contractor’s compliance with quality standards under the contract; (viii) Monitor the work of the contractor and ensure that the works are progressing as per the technical requirements of the contract; (ix) Advice PMO in advance about the potential delays, quality variation and deviations from technical specifications and contractual requirements and assist in taking corrective measures and in preparing the revised program; (x) Monitor contractor’s compliance with approved traffic and road safety requirements; safeguard and environmental management plans; (xi) Maintain liaison with the Team Leader of the CSC and ensure that they are informed of all issues that may affect the contractor’s performance under the contract;The consultant shall provide monthly and quarterly monitoring reports and other reports as may be required by the PMO.Minimum Qualification Requirements
The Bridge Engineer will have a background appropriate to the tasks and output as stated in this document. He/she should have at least:
• Degree in civil engineering, preferably masters degree in structural engineering from a recognized university • Have good and comprehensive knowledge of modern engineering technology as it relates to the design, construction, rehabilitation and maintenance bridges and structures. • 15-20 years’ experience in design review, construction, rehabilitation and maintenance bridges and structures • Experience in FIDIC based contracts, preferably in FIDIC Yellow Book Conditions of Contract • Experience in implementation of MDB financed projects
