The Kyrgyz Republic has received financing from the World Bank toward the cost of the Climate-Resilient Water Services Project (CRWSP) and intends to apply part of the proceeds for consulting services.

The purpose of financial audit is to provide an opportunity for the auditor to express a professional opinion related to financial position of the Project, from 2023 to 2028, on income and expenses for the reporting periods ending on these dates. The accounting system forms the basis for preparing of PFR and has been established to record the financial transactions under the Project.

In particular, an Audit will be conducted in accordance with the International Standards on Auditing (ISA) published by the International Auditing and Assurance Standards Board (IASB) of the International Federation of Accountants (IFAC). These standards require an auditor to plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement. An audit includes an inspection based on testing, evidence supporting the amounts and disclosures in the financial statements. An audit also includes an assessment of the accounting principles applied, and significant assumptions made by management, as well as an assessment of the overall presentation of financial statements.

It is necessary to conduct the Project auditing from January 1, 2023 to December 31, 2028 (which also covers the grace period).

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Water Resources Service under the Ministry of Agriculture of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Cumulative experience of a firm (5 years) in the field of assignment;
  • Conduct, minimum, 2 (two) similar assignments – completed within the last 3 years;
  • Be on the WB - ECA - list of eligible auditing firms.

Key Experts will not be evaluated at the shortlisting stage.

Interested Consultants should refer to paragraphs 3.14, 3.16 and 3.17 of Section III of the Procurement Regulations for IPF Borrower November 2020 (the "Procurement Regulations") of the World Bank, which sets out the World Bank's conflict of interest policy.

 Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (the type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or in the form of a joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture should individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment.

The Consultant will be selected in accordance with the LCS (Least Cost Based Selection) method set out in the Procurement Regulations.
