Assignment Title: Agency for developing Green Rating Modelsfor Micro Small and Medium Enterprises and to create awareness about green rating amongst MSME stakeholders

The MSME EE Project is part of the GEF Programmatic Framework project for Energy Efficiency inIndia. The Small Industries Development Bank of India(SIDBI) has received financing from the Global Environment Facility (GEF) towards the cost of increasing the demand for energyefficiency investments infive micro, small and medium enterprise clusters, and to build their capacity to access commercialfinance. One of the objectives of the project is to develop green rating models for MSMEs that could be integrated with theexisting models of rating agencies, and also to create awareness amongst MSME stakeholders about green rating and its relevance tothe current global energy scenario. The awareness drive is to be focused on the MSMEs in five clusters associated with the forging,foundry, limekilns, chemical, and mixed industry sectors centred around the Indian cities of Pune, Kolhapur, Tirunelveli,Ankleshwar, and Faridabad respectively.
The project is being co-implemented by SIDBI and theBureau of Energy Efficiency, Govt. of India, Ministry of Power. SIDBI intends to apply a part of the proceeds for consultingservices as outlined below.
This Request for Expressions of Interest(REOI) is to short list Consulting Firms for developing green rating model(s) for various industries in the MSME sector with a viewto integrating the model(s) with the rating system of one or more credit rating agencies in India associated with the SME / MSMEsector. The ConsultingFirm selected for the assignment would also be required to carry out a study on the present level ofawareness amongst Banks / FIs, MSMEs and allied stakeholders on the utility of incorporation of green rating into the existing systems of credit rating agencies,and thereafter to develop suitable strategies to enhance the awareness and capacity building of such entities on the importance ofadoption of clean production methods, and the emerging role of green rating vis-à-vis credit worthiness of an industrial unit.These awareness drives would cover MSMEs and allied stakeholders in the five project clusters of forging, foundry, limekiln,chemical, and mixed industries (comprising lightengineering/sheet metal fabrication, die casting, forging, foundry, heat treatment/ electroplating, textiles, etc.) located in and around the Indian cities of Kolhapur, Pune, Tirunelveli, Ankleshwar and Faridabadrespectively. The Consulting firms would be required to liaise closely with other firms that have been awarded contracts by SIDBIfor carrying out various activities under the Project. While executing the project the Consulting firm will also work in closecoordination with SIDBI.
The above activities would be implemented in a phased mannerbetween March/April 2013 (tentatively) and November 2014.
The Small Industries Development Bank ofIndia now invites eligible Consulting Firms ("Consultants") to indicate their interest in providing the Services. InterestedConsultants should provide information demonstrating that they have the required qualifications and relevant experience to performthe Services. The EOIs should be duly supported by (a) submission of brochures (b) experience indevelopment of credit rating models as well as in carrying out credit rating (for SMEs / MSMEs) (c) experience inenergy and environment related assignments for various industries (preferably SMEs / MSMEs) (d) experience in building awarenesson energy and environment for variousindustries (preferably SMEs / MSMEs) (e) educational and professional qualificationsof key personnel(f) experience of key personnel in (i) development of credit rating models as well as in carrying out creditrating (for SMEs / MSMEs)(ii) imparting training / capacity building on energy, environment and allied areas (g)technical and managerial organization of the firm (including the number, location, and size of establishments in India)(h) turnover of the firm for the last 3 years (or of each of the Joint Venture partners, if the EOI is submittedas a Joint Venture), etc.
The shortlisting criteria are indicatedbelow.
NOTE
The top 6firms ranked in accordance with the above criteria would qualify for the short listing subject to securing a minimum of 60% of thetotal marks assigned to each of the criteria as listed at serial numbers 1,2 & 3 above. This would, however, also be subject tothe provisions as stipulated in the Guidelines of the World Bank on the Selection and Employment of Consultants (Edition of May 2004, revised October 1,2006).
The attention of interested Consultants isdrawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Edition ofMay 2004, Revised October 1, 2006) ? ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest. Inparticular it is to be noted that Consulting Firms in which SIDBI or any of itssubsidiaries holds stakes would not be eligible to submit EOIsin response to this Request for Expressions of Interest.
Consultants may associate with other firms inthe form of a joint venture or a sub-consultancy to enhance their qualifications. The Consulting Firm should indicate whether theEOI is being submitted as a Joint Venture or otherwise. In the case of Joint Venture a copy of the MOU for the partnershiparrangements, as well as information as at (a) to (h) above may be given separately in respect of each partner in the J.V.
A consultant will be selected in accordance with the QCBS method set out intheWorld Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Edition of May 2004, revised inOctober 2006). The method of selection would, however, be subject to the provisions under Paragraph 2.8 of the ConsultantGuidelines.

The response to this REOI is to be submitted inOriginal + Four copies.
