Assignment Title: Strategic Planning of Urban Solid Waste Disposal:  Fushun, Panjin, Yingkou EDZ and Gaizhou City

The People's Republic ofChina has received financing from the WorldBank toward the cost of the Second Liaoning Medium Cities Infrastructure GEF Grant, and intends to apply part of the proceeds forconsulting services. One of the objectives of the Project is to help the project cities meet their legal obligation and assist theImplementing Agencies in developing a sustainable solid waste institutional framework which delivers the service according toagreed targets in a planed, cost effective and transparent way using most appropriate technology.
 

The consulting services ("theServices") include:
 

a)       Reviewexisting investments, public and private, and establish service levels and coverage for the participatingcities;

b)       Evaluateexisting institutional arrangements of the participating cities;

c)       Prepare 5and 20 Year "Solid Waste Master Plan" for Fushun, Panjin, Yingkou EDZ and Gaizhou City that identifies necessary investments,costs, financing plan, and cost recovery methods, present prior project construction plan andprogram;

d)       Hirequalifiedgeological exploration company to select and construct monitoring wells for the new landfill site of Fushun city;

e)       Hirequalifiedgeological exploration company to select and construct monitoring wells for Gaizhou landfillsite;

f)        Helpforconsultation of the closure design for Yanwu dumping site of Fushun;

g)       Assist to finish the design for closure disused landfill site in Yingkou EDZ;

h)       Assist tofinish the design of proposed solid waste handling and disposal options (i.e. sanitary landfills) for Yingkou EDZ andGaizhou;

i)         Develop specific proposals for improving the effectiveness of the sectorIAs in solid waste handling and management forYingkou EDZ and Gaizhou;

j)         Develop specific proposals for community participation in reduction, recycle and reuse  (3Rs) of solid wastes for the participating cities;

k)       Develop acostaccounting system and management information system for the participating cities that includes all aspects of service delivery(collection,transfer, and disposal);

l)         Develop an operating manual for each waste management system, develop anappropriate management model for solid wasteservice delivery;

m)    Organize workshop(s) to disseminate best practice andlessons learned in solid waste management;

n)       Trainingfor operation and management staffs for each solid waste management;

o)       Purchaseof portable gas detectors, CODmonitor online etc. forthe day-to-daymonitoring of the landfill for Fushun and Gaizhou landfill.
 

The implementation periodis12 months.
 

Liaoning Urban Construction & Renewal Project Office(LUCRPO) on behalf of Liaoning Financial Department [who will be in charge of disbursement] and each Client [who will sign thecontracts] as the project implementation entities now invites eligible consulting firms ("Consultants") toindicate their interestin providing the Services. Interested Consultants should provide information demonstrating that they have the requiredqualifications and relevant experience to perform the Services.The shortlistingcriteria are: the Consultants should havesuccessful achievements and experiences on similar projects in past 5 years, and provide the information on these concernedprojects.


The attention of interestedConsultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans andIDA Credits & Grants by World Bank Borrowers (May 2004 and revisedOct.2006) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
 

Consultants may associate with other firms in the form of a joint venture or asubconsultancy to enhance their qualifications.
 

AConsultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
