The objective of the consultancy is to assess the existing potential to further enhance Brazilian demand for tourism in the Caribbean within a qualitative perspective and draft an Action Plan with recommendations to facilitate and increase Brazilian tourism demand for the Caribbean. This consultancy will provide government officials and private sector stakeholders with: (i) a comprehensive overview of the opportunities and challenges that CARICOM and Brazil face in order to promote an exchange of tourism flows; and (ii) strategic recommendations to capitalize on those opportunities with focus on qualitative analysis.

The The Integration & Trade Sector has received financing from the Inter-American Development Bank (IDB), and intends to apply part of the proceeds to payments under the project CARICOM-Brazil: Tourism and Trade Promotion Initiative in order to assess the existing opportunities to further enhance the exchange of tourism flows between Brazil and CARICOM countries, the consultancy firm will undertake a research study which should provide the following two outputs: (i) assessment of the Brazilian tourism potential demand for the Caribbean (market assessment); and (ii) action plan. These outputs will be developed considering the quantitative report provided by another consultancy speciliazed on generating and analising primary and secondary data.

1.of Brazilian tourism potential demand for the Caribbean (market assessment), identifying at least the following elements:

- volume of Brazilian tourism current vs. potential demand for the Caribbean;

- determinants (such as availability of leisure time, disposable income, exchange rates, other macroeconomic factors, etc.) and motivators (education, life stage, life-style, etc.) that may influence the decision for a potential trip, destination choice and budget allocation;

- description of demographic/socioeconomic characteristics and origin of potential visitors;

- used by potential customers to o obtain information on destinations and do bookings;

 consumer behavior at the destination (average stay, preferred lodging and activities, pattern of consumption, seasonality, etc.);

-potential for new tourism products;

-of the most attractive Caribbean destinations and their major competing destinations from the Brazilian tourist perspective; and

-image and current positioning of the Caribbean among potential Brazilian tourism consumers.

In-depth Interview with Costumers interviews with predefined potential costumers (understanding of who they are, capture their real needs, expectations, perceptions, preferences and barriers in relation to their leisure time and their travelling, abroad choices).

The data obtained will be segmented according to the primary travel motivation (business or pleasure; and pleasure should be further disaggregated into sun and sea travel, adventure, shopping, etc.). The estimated market share should be specified in terms of the number of people willing to travel, but also in terms of expected overnight stays and visitor spending (depending on the willingness to pay for the different components of the trip such as transportation, lodging and activities).

It is expected that this assessment will be based on both secondary and primary information sources. In terms of primary information, the study will be carried out on the basis of questionnaires addressed to final potential consumers (guaranteeing statistical significance), and of interviews to main public and private tourism stakeholders in both Brazil and in Caribbean countries. In terms of secondary sources, the study will be informed by previous research efforts and official statistics. It will also be based on a systematic analysis of the digital tourism footprint of Brazilian visitors and Caribbean tourism businesses (user-generated content on the web regarding Caribbean or competing destinations via social media, and information included on Caribbean destination and operator sites).

The report will include a description of the research methodology and plan followed to fulfill the different stages of the Brazilian tourism.

The Inter-American Development Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information establishing that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.

2.Plan: A strategic plan will establish detailed guidelines for capitalizing on the opportunities detected by the Market Assessment, in order to facilitate the exchange of tourism flows between Brazil and the selected Caribbean countries. The plan will clearly prioritize the Caribbean destinations and corresponding products and target segments of Brazilian demand where focus should be placed on private and public tourism investments over the next few years. Differentiation from competitors, demand spending propensity and local inclusiveness (in order to minimize leakage) should be the drivers for this strategic selection. Finally, the strategic plan will also include guidelines aimed at strengthening tourism branding and positioning of selected Caribbean destinations (according to the prioritized target Brazilian segments), with a special focus on e-marketing strategies.
