Assignment Title: Project and Change Management and ICT Quality Assurance for theImplementation of an Integrated Tax Administration Information System - ITAIS (PCM-IQA)

The Socialist Republic of Vietnam has received financing fromthe World Bank toward thecost of the Tax Administration Modernization Project, and intends to apply part of the proceeds forconsulting services.

The consulting services ("the Services") include technical assistance during the implementation of ITAIS with: (i) Projectand Contract Management; (ii) Change Management; (iii) ICT Quality Assurance of thesupply and implementation of the ITAIS. The selected consulting firm (the "PCM-IQA Consultant") shall also transfer itsskills and knowledge to the Client in terms of risk management, quality assurance, and change management as well as its approachand methodology.

The Management Unit of Tax Administration Modernization Project under the General Department of Taxation - theMinistry of Finance, now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services.Interested Consultants should provide information demonstrating thatthey have the required qualifications and relevant experienceto perform the Services. The short-listing criteria are: (i) Specific experience of the Consultants relevant to the projectmanagement; (ii) Specific experience of the Consultants relevant to the change management; (iii) Specific experience of theConsultants relevant to the IT quality assurance (IQA).

The attention of interested Consultants is drawn to paragraph 1.9 of theWorld Bank's Guidelines: Selection and Employment of Consultants[under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers - version May 2004, revised in October 2006 and inMay 2010 ("Consultant Guidelines"), settingforth the World Bank's policy on conflict ofinterest.

Consultants may associate withother firms in the form of a joint ventureor a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS)method set out in theConsultant Guidelines.

Further information can be obtained at the address below during office hours 8:30 AM to 11:30 AM and from 1:30 PM to 4:30 PM Vietnamese timefrom Monday to Friday, from 28 January 2013except for Vietnamese national holidays until the deadline for submission of Expressionsof Interests (EOIs).
