TheDepartment of Hydrology andMeteorology has applied for financing from the World Bank toward the cost of the Building Resilience toClimate-Related Hazards Project andintends to apply a portion of the financing to eligible payments under this contract forconsulting services.
 

TheProject aims to strengthen the capacity of the Department of Hydrology and Meteorology to meet Nepal's need for timely and accurateweather, climate and water related information and alert services. The main objective of this consulting services assignment is toensure the integration of various project components and activities into a unified observing, forecasting and delivery system andto provide capacity building support for effective functioning of this system. In addition, the consulting services must ensurefunctional compatibility of the modernized meteorological and hydrological systems with the global/regional systems as recommendedby WMO.
 
Theconsulting services includetwo phases:
1)      Analyze the current system andsubsequently develop detailed technical documents (including detailed technical design, technical specifications, bid documents andToRs for goods and services) as well as a project implementation plan for the integrated modernization of DHM networks and systemsof service provision to the main economic sectors and the public.
2)      Provide procurement andimplementation support, and monitor execution of the project implementation plan.
 
Details of the services are included in the Terms of Reference which are posted on the website of theDepartment of Hydrology and Meteorology (www.dhm.gov.np/notices).

DHM now invites eligibleinternational consulting firms to express their interest in providing these services. Interested firmsmust provide informationindicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similarconditions, availability of appropriate skills among staff, etc. Firms may associate to enhance their qualifications. Theassociation/consortium shall be in the form of joint venture (JV) or intended JV with qualified national audit firms where all theJV members shall be jointly and severely liable for the entire assignment.
 
A consulting firm will beselected as per the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loansand IDA Credits & Grantsby World Bank Borrowers, January 2011 adopting selection method of "Selection under a Fixed Budget (FBS)".
