The International Bank for Reconstruction and Development (the World Bank) has extended a loan tothe Russian Federation towards financing of the Preservation and Promotion of Cultural Heritage Project in Russia a part of whichthe Russian Federation intends to use to cover the cost of services of the General Designer (Consultant) under Contract CHLW-10-11(d): Preparation of the research and design documents and technical part of theprequalification and bidding documents for restoration of the cultural heritage sites in the Pskov Oblast: Pskov Kremlin: Varlaam Corner (towers and walls of the Roundabout town) and Postnikov'sCortyard.

The Contractwill be co-financed by the Russian Federation.

Under this Contract,the Consultant shall:

·                 Carry out all necessarystudies, surveys, explorations, and other preparatory operations required for preparation ofthe DESIGN stagedocuments;

·                 Prepare the survey anddesign documents for the DESIGN stage and obtain their endorsement by appropriate government control and supervision bodies,organizations and agencies;

·                 Prepare the technical partof the prequalification and bidding documents for selection of the general contractor prepared based on the agreed documents of the DESIGN stage and current legal regulatory framework inaccordance with the requirements and recommendations set forth in the respective volumes of the latest versions of the IBRDstandard bidding documents.

The expected assignment duration is 15 months.

St. Petersburg Foundation for Investment Projects (FISP) acting on behalf of the Ministry of Culture of theRussian Federation hereby invites the eligible consultant firms (consultants) to express their interest in provision of theseservices. Interested consultants (legal entities) shall submit an application (an expression of interest) along with evidence oftheir qualification adequacy to perform this assignment (description of previously executed similar assignments, specifically,general designer experience; experience in preparation of design documents for a comprehensive reconstruction/rehabilitation ofmuseums, exhibition halls, cultural heritage objects; experience of operations in Russia or in similar conditions; availabilityof  the personnel with required competency proposed for this Contract (teamcomposition), etc.).

To improve their qualification, consultants may associate ina form of a joint venture or a consortium with orwithout registeringa legal entity, for example, in the form of a simple partnership, having a legal capacity required forentrepreneurial activities. If this is a case a Consultant shall indicate it in its Expression of interestproviding correspondinginformation on its associate.

Please, note that:

·      Russian government-owned entities shall be eligible only if they can establish that they (i) are legally and financially autonomous, (ii) operate under commercial law, and (iii) are notdependent agencies of the RF Ministry of Culture;

·      Incase of an application (expression of interest) in the name of a group of companies, only experience of firms proposed forperformance of this assignment shall be reviewed;

·      The contract shall be awardedto a firm ? holder of the SRO certificates entitling the firm toperform under the proposed contract, and of appropriate licensesincluding a license for cultural heritage (history and culture monuments) restoration activities issued by Russianorganizations.

Qualification of the consultants will be evaluated against the above listed criteria.

DraftTerms of Reference for preparation of the design is posted on the FISP site at:http://www.fisp.spb.ru/documents/chlw_10-11(d).zip. The approvedversion of the TOR will be provided as part ofthe bidding documents package.

Procedures described in the IBRDGuidelines: Selection and Employmentof Consultants by World Bank Borrowers of May 2004 (revised in October 2006 and May 2010)shall be applied to selection of the consultants.

Applications (expressions of interest) shall be executed in an arbitrary form anddelivered to the address indicated belownot later than on February 25, 2013.

Interested consultants may obtain additional information in FISP (at the address indicated below) on business days from10:00 to 17:00.

TheClient reserves the right of not reviewing the expressions of interest delivered at the address indicated below later than on February 25, 2013.
