Cette sollicitation de manifestation d’intérêt fait suite à l’Avis Général de Passation des Marchés de ce projet publié dans le Journal des Marchés (JDM) le 14 mars 2023, dans le Cameroon Tribune du 17 mars 2023 et dans le système de Passation des Marchés de la Banque Mondiale (STEP) le 20 mars 2023

1. CONTEXTE ET JUSTIFICATION

Le Gouvernement du Cameroun a bénéficié d’un prêt de la Banque mondiale d'un montant de 100 millions USD pour mettre en œuvre le Projet d’Accélération de la Transformation Numérique au Cameroun (PATNUC). Le PATNUC est placé sous la tutelle du MINPOSTEL et a pour objectif d'accroître l'inclusion numérique et l'utilisation de solutions agricoles numériques par des petits exploitants agricoles acteurs des chaînes de valeur agricoles cibles. Ainsi, le PATNUC incarne l’approche de la transformation numérique, ciblant un secteur hautement stratégique pour le Cameroun tout en proposant de réformer le cadre règlementaire du secteur des Technologies de l’Information et de la Communication (TIC). Ce projet, avec son investissement dans la connectivité et les compétences numériques, soutient des interventions qui tirent parti des innovations numériques pour stimuler la croissance agricole, afin de contribuer en fin de compte à l’amélioration de la qualité des moyens de subsistance en milieu rural. 

Le PATNUC est structuré autour de 4 composantes : (i) Stratégie, politique publique et réglementation la numérique pour l’inclusion et la transformation numérique; (ii) connectivité et inclusion numériques; (iii) facilitation de l’implémentation des solutions numériques basées sur les données dans le secteur agricole ; et (iv) gestion du projet et l’engagement citoyen. Ainsi, le gouvernement à travers la SND30, ambitionne d’enclencher véritablement la transformation structurelle de l’économie camerounaise qui s’appuiera sur une modernisation du secteur agricole (agriculture, élevage, pêche et aquaculture) à travers l’amélioration de la productivité et la compétitivité des exploitations familiales agricoles et la promotion d’une dynamique d’industrialisation véritable. La modernisation du secteur agricole devra s’appuyer sur l’écosystème numérique en constante évolution dans le pays qui trace la voie de l’économie numérique. 

Le secteur financier a à cet effet été identifié comme pilier dans la transformation structurelle de l’économie camerounaise. Dans le cadre du PATNUC, les IFP jouent un rôle déterminant dans le mécanisme de gestion des bons électroniques en ce sens qu’ils sont au cœur du dispositif. Il leur revient en effet entre autres, de mobiliser les fonds des bénéficiaires et du PATNUC, puis d’émettre les bons électroniques avant de les payer au profit des fournisseurs ou fournisseuse d’intrants. Le projet est ainsi appelé à collaborer avec plusieurs IFP fiables devant intervenir dans des bassins de production agricoles et d’élevage à travers le pays. Pour ce faire, il est nécessaire qu’elles soient accompagnées afin que les petits agriculteurs et agricultrices et éleveurs et éleveuses du projet aient accès d’une part à des services financiers adaptés aux besoins de leurs activités et d’autre part, qu’ils/elles soient protégés comme il se doit à travers la règlementation nationale, sous-régionale et internationale et les bonnes pratiques internationales reconnues en la matière. C’est ce qui justifie la présente activité de renforcement des capacités des IFP. 

2. OBJECTIFS 

L’objectif principal du mandat des consultant.e.s est d’apporter un accompagnement aux IFP pour une intervention idoine dans la gestion des bons d’achat électroniques ; et pour leur engagement pour une agriculture intelligente au profit des bénéficiaires de bons d’achats électroniques, des starts up et des organisations professionnelles. 

De manière spécifique, les consultants doivent :

- Accompagner les IFP à élaborer leurs plans d’amélioration de la protection des client.e.s ;

- Accompagner les IFP à développer les produits financiers digitaux adaptés aux besoins de leurs activités dans le cadre des subventions par bons d’achat électroniques

3.DUREE DE LA MISSION

La durée du mandat par consultant.e est de quatre (04) mois à compter de la date de notification de l’ordre de service.

4. PROFIL DU CONSULTANT

La mission sera confiée à sept (7) consultants individuel.les à raison de un (1) consultant.e par lot et devra réponde au  profil ci-après :

• Être titulaire d’un BAC+5 en gestion, économie, agroéconomie, développement rural ;
• Avoir au moins deux (02) ans d’expérience/missions dans le développement des produits financiers ou la protection des clients ;
• Avoir au moins deux (02) ans d’expérience dans la formation ou l’accompagnement des institutions financières (IF) ;
• Avoir au moins une (01) connaissance dans le financement digital ;
• Avoir au moins une (01) connaissance dans le financement agricole.

5.  METHODE DE SELECTION

Il et porté à l’attention des Consultants individuels qu’ils seront sélectionnés selon la Méthode « Sélection sur CV » (CI) telle que décrite dans le Règlement de Passation des Marchés pour les Emprunteurs sollicitant le Financement de Projets d’Investissement (FPI) de la Banque Mondiale édition de Novembre 2020. La langue de travail est le français et l’anglais. Il est également porté à l’attention des Consultants que les dispositions des paragraphes 7.11 et 7.12 dudit.

Le Coordonnateur National du Projet d’Accélération de la Transformation Numérique au Cameroun (PATNUC) invite, en vue d’élaborer la liste restreinte, Les consultants individuels intéressés à fournir les informations indiquant qu’ils sont qualifiés pour exécuter la mission (brochures, référence concernant l’exécution des contrats analogues, expérience dans les conditions semblables, disponibilité des connaissances dans le domaine choisi etc.). Le consultant individuel doit avoir accompagné avec succès (prestations terminées dans de bonnes conditions) les précédentes études menées dans le domaine. Cette manifestation devra contenir 

• Une lettre de manifestation d’intérêt adressée au Coordonnateur National du PATNUC ;
• Le Curriculum vitae ;
• Les pièces justificatives permettant la vérification des critères de présélection tels que présentés ci-dessus. Toute information pertinente non justifiée sera sans importance

This request for Expression of Interest follows the General Procurement Notice for this project published in the Journal des Marchés (JDM) on 14th March 2023, in the Cameroon Tribune of 17th March, 2023 and in the procurement system of the World Bank (STEP) on the 20th of March 2023

1. BACKGROUND AND JUSTIFICATION

The Government of Cameroon has received a USD 100 million loan from the World Bank to implement the Program for the Acceleration of the Digital Transformation of Cameroon (PATNUC). PATNUC is under the supervision of MINPOSTEL and aims to increase digital inclusion and the use of digital agricultural solutions by smallholder farmers in targeted agricultural value chains. Thus, PATNUC embodies the digital transformation approach; targeting a strategic sector for Cameroon while proposing to reform the regulatory framework of the Information and Communication Technologies (ICT) sector, improve the digital skills of citizens and to promote the development of digital applications and services. This project, with its investment in digital connectivity and skills, supports interventions that leverage digital innovations to stimulate agricultural growth, ultimately contributing to improved rural livelihoods.

PATNUC is structured around 4 components: (i) Digital Strategy, Public Policy and Regulation for Digital Inclusion and Transformation; (ii) Digital Connectivity and Inclusion; (iii) Facilitating the implementation of data-driven digital solutions in the agricultural sector; and (iv) Project Management and Citizen Engagement. Thus, the government, through the SND30, aims to truly initiate the structural transformation of the Cameroonian economy, which will be based on the modernisation of the agricultural sector (agriculture, livestock, fisheries, and animal industries) through the improvement of the productivity and competitiveness of family farms and the promotion of a genuine industrialisation dynamic. The modernisation of the agricultural sector will have to be based on the digital ecosystem that is constantly evolving in the country, which is paving the way for the digital economy.

The financial sector has been identified as a pillar in the structural transformation of the Cameroonian economy. Within the framework of the PATNUC, the IFPs play a decisive role in the e-voucher management mechanism in that they are at the heart of the system. They are responsible, among other things, for mobilising funds from beneficiaries and PATNUC, and then issuing the e-vouchers before paying them to the input suppliers. The project is thus expected to collaborate with several reliable IFPs operating in agricultural and livestock production basins across the country. In order to do so, it is necessary enhance their capacity so that the small farmers and stockbreeders of the project have access to financial services adapted to the needs of their activities on the one hand, and on the other hand, that they are protected in accordance with national, sub-regional and international regulations as well as internationally recognised good practices in the matter. This IFP capacity building activity is designed to achieve these objectives.

2. OBJECTIVES 

The main objective of the consultants' mandate is to provide support to IFPs for an appropriate intervention in the management of e-vouchers; and for their commitment to smart agriculture for the benefit of e-voucher beneficiaries, start-ups and professional organisations. 

Specifically, the consultants will:

• Assist IFPs in developing their customer protection improvement plans,
• Assist IFPs in developing digital financial products adapted to the needs of their activities in the context of e-voucher subsidies.

4. DURATION OF THE MISSION

The overall duration of the mission is four (04) months from the date of notification of the service order.

5. CONSULTANT'S PROFILE

The mission will be entrusted to seven (7) individual consultants at the rate of one (1) consultant per batch and must meet the following profile:

• Have a Postgraduate degree in management, economics, agro-economics, rural development,
• Have at least two (02) years of experience/missions in the development of financial products or client protection,
• Have at least two (02) years of experience in training or coaching financial institutions (FIs)
• At least 02 years of experience in training or coaching financial institutions (FIs):
  •  Have at least one (01) proven expertise in digital finance,
  • At least one (01) proven expertise in agricultural finance.

5.  SELECTION METHOD

Individual Consultants are advised that they will be selected according to the "Selection on CV" (SOC) method as described in the Procurement Rules and Regulations for Borrowers Applying for Investment Project Financing (IPF) of the World Bank, November 2020 edition. The working language is English and French. Consultants are also advised that the provisions of Paragraphs 7.11 and 7.12 of the Procurement Regulations for Borrowers Applying for Investment Project Financing (IPF), November 2020 Edition, apply to all Consultants.

6.           CONTENT OF THE EXPRESSIONS OF INTEREST TO BE ADDRESSED TO PATNUC

The National Coordinator of the Project to Accelerate Digital Transformation in Cameroon (PATNUC) invites interested individual consultants to provide information indicating that they are qualified to carry out the assignment (brochures, references concerning the execution of similar contracts, experience in similar conditions, availability of knowledge in the chosen field, etc.) with a view of drawing up the short list. The individual consultant must have successfully completed previous studies in the field. The application must contain:

• A letter of expression of interest addressed to the National Coordinator of the PATNUC,
• Curriculum vitae,
• Supporting documents allowing the verification of the pre-selection criteria as presented above. Any relevant information that is not justified will be irrelevant.
