  1. The Government of the Republic of Kenya has received financing from the World Bank towards the cost of the Horn of Africa Gateway Development Project (HoAGDP) and intends to apply part of the proceeds towards payments under the Contract for: Upgrading of Kotulo – Kobo – Elwak (A13) Road Including El Wak Loop and Civil Works associated with Installing a Fibre Optic Cable along the Road Section (64Km) under Package 3 and comprising two Lots as listed below:

Bidders can participate in Lot 1 or Lot 2 or both as they qualify.

2. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

3. The Kenya National Highways Authority, a State Corporation under the Ministry of Roads and Transport, established under the Kenya Roads Act, 2007, now invites sealed bids from eligible bidders for the contracts for construction of the above lots.

The scope of works includes, but is not limited to, the following activities, to be executed within a period of 36 months each:

Lot 1: Kotulo- Kobo (A13) Road and Civil Works associated with installing a Fibre Optic Cable along the Road Section (38 km):

  • Construction of road pavement to attain a 7m carriageway width with 2m shoulders on each side using suitable materials for surface dressing, asphalt concrete (superpave specification), cement stabilized gravel base, cement improved gravel subbase and associated earthworks
  • Construction of culverts and other drainage structures
  • Compliance with environmental, social, health and safety requirements
  • Construction and maintenance of deviation roads for passage of traffic during works
  • Construction of fibre optic cable civil works along Kotulo-Kobo road (38 Km)

Lot 2:  Kobo – El Wak  (A13) Road including El Wak Loop and Civil Works Associated with Installing a Fibre Optic Cable along the Road Section (26 Km)

  • Construction of road pavement to attain a 7m carriageway width with 2m shoulders on each side using suitable materials for surface dressing, asphalt concrete (superpave specification), cement stabilized gravel base, cement improved gravel subbase and associated earthworks

4. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated July 2016, and revised in October 2017, August 2018 and November 2020”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information at the offices of Kenya National Highways Authority during weekdays (Monday to Friday), excluding public holidays, from 0800 Hours to 1700 Hours local time at the address given below.

 7. Bids must be delivered to the address below on or before 1100 hours local time on 24th July 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

8. All Bids must be accompanied by a Bid Security (in the form prescribed in the bidding documents) of Ksh. 40,000,000 (Kenya Shillings forty million) for Lot 1 and Ksh. 40,000,000 (Kenya Shillings forty million) for Lot 2, or an equivalent amount in a freely convertible currency.

9. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
