Assignment Title: CONSULTANCY SERVICE FOR THE PREPARATION OF MASTER PLAN FOR WATER SUPPLY AND SANITATION SYSTEMS FOR LUANDA FOR 2025 TO 2045

The Government of Angola has received financing from the World Bank and French Agency for Development toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for consulting services.

The Consulting Services (“the Services”) are for the Water Supply and Sanitation systems for Luanda for 2025 to 2045

The objective of this consultancy is to develop a master plan for water supply, wastewater, basic sanitation and storm water drainage as well as elaboration of strategic action plan for the entire Luanda province using participatory processes.

The scope of services includes three main tasks:

Task 1 - An assessment of the existing situation of water supply, wastewater drainage and treatment and storm water drainage systems. Framing of the existing systems in relation to other projects underway or planned for implementation in the short and medium term (e.g., Luanda Urban Plan);

Task 2- Development, through a participatory process, of the master plan for water supply and wastewater sanitation, storm water management as well as a strategic action plan for the entire area covered by this consultancy.

Task 3 – Preparation of technical specifications and tender documents, using the World Banks Standard Procurement Documents, for prioritized and high social impact interventions.

The duration of the assignment is eighteen (18) months and estimated level of effort is 100 professional staff-months.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: General relevant experience (core business, years in business); Specific experience in the field of the assignment and in similar regions/condition; Technical and managerial organization of the firm. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
