The Metro Manila Development Authority (MMDA) has received financing from the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB) toward the cost of the Metro Manila Flood Management Project – Phase I (MMFMP) and intends to apply part of the proceeds for identifying and assessment of valued environmental and social components (VECs) and other factors that may have an impact on these components.
The MMDA will engage the service of a consulting firm to implement the conduct of RAPID CUMULATIVE IMPACT ASSESSMENT (RCIA) OF THE METRO MANILA FLOOD MANAGEMENT PROJECT for Five (5) months from planning, inception reports to final RCIA report. The objective of this project is to conduct the Rapid Cumulative Impact Assessment (RCIA) of the Metro Manila Flood Management Project which is set to benefit the government how multiple development projects impact valued environmental and social components (VECs) and to prepare the planning for the agenda of the Green Print and other programs or projects in Metro Manila and will assist the government on how to manage the impacts of multiple projects involved in the MMFMP.
The scopes of work will be as follows but not limited to:
- Select key VECs that may be affected by MMFMP and other projects/activities. For each VEC, identify and propose geographic boundaries based on screening of potential impacts. The geographic context should include administrative boundaries (municipal or city boundaries). A past, present, and future temporal boundary should also be selected for the RCIA.
- Identify other projects and activities that could result in cumulative impacts on key VECs within established geographic and temporal boundaries.
- Assess the status and condition of each VEC.
- Assess the level of cumulative effects on each VEC.
- Determine the significance of cumulative effects on each VEC.
- Provide recommendations as to how cumulative impacts on each VEC can be managed to maintain or improve VEC conditions within acceptable limits.
The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
- Minimum of 5 (five) years of experience in preparing the rapid cumulative impact assessment report
- Expertise in conducting environmental and social surveys and studies pertaining to environmental and social impact assessments and social development
- Completion of at least two (2) contracts similar to the project.
- The interested consultants shall also comply with the guidelines set by the World Bank on Selection and Employment of Consultants with respect to the following:
a.) 1.9 Conflict of Interest
b.) 1.10 Unfair Competitive Advantage
c.) 1.11 Eligibility
- Must have a country presence with experience working with developing countries through firm’s own branches, consortium of sub-contracting with local firms (indicate if with or planning to have a joint venture or association)
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines; Selection and Employment of Consultants (under IBRD loans and IDA credits & Grants) by the World Bank Borrowers, dated January 2011 and Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or sub-consultancy to enhance their qualifications.
A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
