Consultancy Services for Preparation of a Strategy and Institutional Framework for
Sanitation and Drainage in Chittagong City, Bangladesh

The Government of the People's Republic of Bangladesh (GoB) has received a credit forthe 'Chittagong Water Supply Improvement and Sanitation Project (CWSISP)' forChittagong Water Supply and Sewerage Authority (CWASA) from the International Development Association (IDA) and intends to apply apart of the proceeds of this credit to pay for procurement of consultancy services to prepare aStrategy and Institutional Framework for Sanitation andDrainage in Chittagong City.

CWASA now invites eligible international consultants to submit theirExpressions of Interest (EOI) for Preparation of a Sanitation and Drainage Improvement Strategy and Master Plan for the City of Chittagong.

A. Scope ofservices: The scope of the services to be undertakenshall include, but not limited to the following-

Task 1 -Assessment of ExistingConditions
Task 2 ? Strategy, Institutional Arrangements andAction Plan
Task 3 ?Support for Consensus Building

B. Experience/Delivery Capacity: The Consultant must have the experience of providing Consultancy services in developing urban sanitation and drainagestrategies and plans. These may be engineering and management consultancy firms, but proposals will also be welcomed from consortialed by a consultancy firm and including university departments with relevant specialist knowledge and NGOs with experience in urbansanitation and drainage. Firms and consortia submitting proposals should beable to demonstrate knowledge and experience relating to physical, institutional and financial aspects of sanitation anddrainage. In particular, they should provide evidenceofhaving prepared strategic plans for sanitation, drainage or both. In addition, they should provide evidence of experience in developing institutional frameworks for urbansanitation and drainage, and in facilitating consensus building around a strategy and action plan.

C. ImplementationPeriod: The consultancy assignment is expected to becompleted within a period of 8 months. Tentative date ofcommencement: November, 2013; Completion: June 2014.

D. Other essential information:

The expressionof interest must include the following information that would lead in preparing short listing:

1) Background of the Firm(s) with brochures etc.

2) General and Overall experience of the Firm(s).

3) Experience in similar projects of comparable size, complexity andtechnical specialty of firms in the required area.

4) Experience in developing countries under same environmental andgeographical conditions.

5) Annual Turnover of the firms for the last five years along with auditreport.

6) Nature, total cost, total inputs in terms of man-month indicating areaofexpertise, employer, and location of the similar works in hand, ifany.

7) Summary of permanent professionals with key qualifications in the fieldsof major components of the project as well as scope of work as outlined above.

8) While indicating information relating to D(3), it shall be made clear whether the responsibility of the firm was in the capacity ofa principal firm or as one associated with aprincipal firm.

The Chittagong Water Supply and Sewerage Authority (CWASA) now inviteeligible Applicants to indicate their interest in providing the services. Interested Consultants are invited toprovide informationindicating that they are qualified to perform theservices (brochures, description of similar assignments, experience in similarstudy and operating conditions, availability of appropriate professional qualification and experience among staff,etc.).

Consultants mayassociate with other Consultants to enhance their qualifications.

A Consultant will be selected in accordance with the 'Guidelines:Selection and Employment of Consultants by World Bank Borrowers'.

Interested Consultants may obtain furtherinformation at the address of theundersigned during normal office hours.

Expressions ofInterest shall be submitted in sealed envelope, delivered to the address of the undersigned by March 31, 2013 up to 2:00 PM local time, and be clearly marked "Requestfor Expression of Interest for Engineering Consulting Services for sanitation & drainage (Phase-1) under CWSISP".
