The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2), and intends to apply part of the proceeds of the financing to procure the services of an individual consultant to undertake the Development of a National Sanitation Strategy (Urban and Rural Areas)

Within the implementation framework of the Second Water Sector Institutional Development the project (WSIDP II), Participatory Sanitation Master plans for three cities were developed. Among the activities in the programme was Piloting of small-scale Sanitation service delivery in Peri-urban. One of the main bottlenecks identified in the Master plan was mismatch of the pace and uncoordinated activities in Water and Sanitation services. This seems to be particularly relevant to the mandate of PWSU as Service provider. As a follow-up activity, the FCMU-WB/AFD is intends to hire a Consultant Firm, to undertake the Development of a National Sanitation Strategy (Urban and Rural Areas).

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible consultant firm to indicate their interest in providing the services. Interested consultant Firm must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).


The assignment requires firms or consortia with 15yrs relevant expertise and experience in conducting technical, operational and institutional analysis of WASH, and in advising on National Sanitation Strategy and Action Plan in settings similar to Angola. Firms must also demonstrate either actual Water and Sanitation institution management or regulatory experience or a long track record of advising Ministries of Water and Sanitation on different aspects of water and sanitation providers and reform, in an operating environment similar to the Project’s.


The assignment is expected to take about 240 person-days. The Consultant shall arrange his/her work to ensure implementation of the assignment within a timeframe of 8 calendar months.

Key Experts will not be evaluated at the shortlisting stage.


Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.


The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.


The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
