Assignment Title:     Selection and Recruitment of a Consultant Firm (Services Providers) to establish and implement the program of Functional Literacy of the Beneficiaries.

The Ministry of Agriculture and Forestry (MINAGRIF) has received financing from the World Bank toward the cost of the Smallholder Agricultural Transformation Project (MOSAP 3), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include provide technical assistance to establish and implement a functional literacy program aimed at strengthening the functional reading and numeracy skills of the Project beneficiaries involved in field schools. The estimated level of effort is four-men-month and the contract duration period shall be thirty-six (36) months. The consultant firm is expected to commence services by no later than October 1st, 2023 or earlier.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Smallholder Agriculture Transformation Project (MOSAP 3) now invites eligible Consultant Firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) have proven experience in integrated rural development, technical assistance and rural extension of at least 10 years in Angola; (ii) have a minimum of ten (10) years proven experience in youth and adult literacy programs (including women) in rural areas; (iii) must have proven experience in the elaboration of manuals to support training activities and in the organization of training actions and workshops; (iv) have fulfilled its social security contributions and tax obligations. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” [Ed. November 2020 (“Procurement Regulations”)], setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant firm will be selected in accordance with the Quality and Cost-Based selection (QCBS) method set out in the Procurement Regulations.
