Title: EU 4 Public Finance Management (PFM) in Montenegro
Description: The overall objective is to assist the Government of Montenegro and in particular the Ministry of Finance to effectively and efficiently implement the PFM strategy 2022-2026 and its Action Plan. The focus will be on increased transparency public finance (open data and transparency of the state budget); digitalization of public finance system; enhanced managerial accountability and delegation of authority; strategic policy planning linked to Medium Term Budgetary Framework and further development of programme-based budgeting.
