Assignment Title: Consulting Service for the support of the Department of State Automobile Inspection of the Ministry of Internal Affairs of the Republic of Tajikistan (DSAI) to ensure the use of seat belts in vehicles.

The Republic of Tajikistan has received grant from the International Development Association (IDA) to cover the costs of the Fourth Phase of the Central Asia Regional Links Program (CARs-4 Project) and intends to allocate part of the proceeds for the payment of services of Consulting firm to support the DSAI of the Ministry of Internal Affairs of the Republic Tajikistan in capacity building to enforce seat belt use.

Consulting firm services are needed to support the Department of State Automobile Inspection of the Ministry of Internal Affairs of the Republic of Tajikistan (DSAI) to ensure the use of seat belts in vehicles through a review of existing regulations and regulatory reforms of the public campaign to promote seat belt use, develop operating procedures, and capacity building to enforce seat belt use.:

The main actions for Consulting firm to achieve its goals are:  

  • conducting a review of existing regulatory legal acts on seatbelt wearing on motor vehicles including four -wheel vehicles;
  • requirement as well as the base line data from the Department of State Automobile Inspection of the Ministry of Internal Affairs of the Republic of Tajikistan (DSAI) for bi-annual report on the percentage of vehicles whose drivers and passengers are fastening seat belts;
  • developing work procedures for the collection of data on seat belt use;
  • monitoring the state of use of seat belts by drivers and passengers of vehicles in regular intervals;
  • conducting an information campaign to promote the use of seat belts, along with a plan for increased enforcement of seat belt wearing;

The Ministry of Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. The Consultant should be registered legal entity and should have been in business for the last 5 years in providing Consultancy Services. (The consultant is required to provide the Copy Certificate of Incorporation issued by relevant authority in country of establishment).
  2. The consultant shall provide proven experience for completed a minimum of 1 (one) contract with the value of 400 000.00  having executed during last 5 years of  similar nature indicating the duration, value and years of performance, which should showcase the expertise/ strength of the consultant for undertaking such assignments. 
  3. Relevant experience in developing similar methodologies and analytical tools (links to examples of relevant documents should be provided in the letter of interest);
  4. High level of knowledge of the legislation and normative legal acts of the Republic of Tajikistan. Experience of participation at the state, regional or global level in such processes, including, in particular, in the development / evaluation of national regulations will be an advantage.
  5. Previous work with transport sector projects will be an added advantage for the bidder.
  6. Possession of skills and knowledge in the field of road safety aspects in design, road safety standards, preparation of road safety plans and traffic management at road construction sites, as well as in conducting road safety information campaigns;

Guidance Note for JV and Sub-Consultants:

The requirements for Consultants who intends to associate with other firm(s) in the form of a Joint Venture (JV) or Consortium or a sub-consultancy to enhance their qualifications are indicated as under:

i.          The lead partner is required to be identified clearly and state the composition and nature of their association (JV/ sub-consultant) in their EOI.

ii.         In case of Consultant who intends to associate with other firm(s) in the form of a sub-consultancy, the lead partner shall provide valid reason for proposing a sub-consultant.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
