Scope of Work
A Gender/GBV Prevention Specialist will be engaged to oversee the implementation and monitoring of the gender action plan and oversee all the gender work in the project. The consultant will ensure timely implementation of project activities working closely with other PST consultants, consulting and non- consulting service providers and in compliance with the requirements of ADB and Government of Vanuatu.
Detailed Tasks and/or Expected Output
Working under the Director of DWA and in close partnership with VPMU/PST team the consultant will be responsible for:
(i) Ensure the implementation of gender action plan (GAP)/gender features in all relevant project outputs including monitoring the overall project implementation with the view to identifying an unanticipated social risk and/or sensitive gender impacts. If such risks and/or impacts eventuate, adjust, adapt, and/or develop project activities to implement appropriate mitigation measures including revision of GAP and gender indicators if required.(ii) Conduct gender analyses required to strengthen the gender design of the project, identify any gaps which need to be addressed and build gender awareness and capacity of the project team (EA, IA, Contractors, and Consultants) in gender through technical advice and trainings.(iii) Assist DWA in overseeing of Output 2 program as implemented by the Save the Children. Ensure this program is delivered as highly quality, and according to the implementation plan presented by the NGO.(iv) Support the provision of GBV awareness to output 1 beneficiaries by working with Vanuatu Women Center and other available trainings in Port Vila and Luganville and GBV programs.(v) Ensure close coordination of the project with related projects by government, nongovernment entities, and development partners.(vi) Assist in the implementation of the project communication plan and conduct consultations with project beneficiaries and stakeholders especially women.(vii) Implement the collection of sex-disaggregated data relevant to the project and reflecting on GAP targets and indicators and prepare GAP semiannual progress reports and provide inputs to the project’s monthly/quarterly progress reports.(viii) Assist in drafting policy notes related to the lessons learned from the project that would feed into national gender policies. (ix) Perform other duties as required to ensure effective and efficient project delivery.The consultant will report to DWA Director and concerned implementing agencies and VPMU during the course of the assignment. The consultant will also work closely with PST and other project consultants and service providers. The consultant will be engaged on a full time basis for 31 person-months until February 2026. The continuation of the contract is subject to annual performance evaluation by the government. The estimated commencement of the assignment is in August 2023.Minimum Qualification Requirements
The qualifications for the consultant include the following: (i) Bachelor’s degree in gender study or other related field in social sciences, (ii) at least 5 years of general work experience with at least three years’ experience in gender analysis and/or advising on gender-inclusive development; (iii) excellent oral and written English skills; (iv) excellent interpersonal relations, planning, coordination, and teamwork skills; and (v) prior experience in working with ADB or other international development agencies will be preferred.
