Assignment Title: Technical advice to ensure the quality of the development of the Master Plan for Wastewater and the Comprehensive Plan for the Resilience of Urban Water Supply to Climate Change in Dushanbe.

The Government of the Republic of Tajikistan has received financing from the World Bank toward the cost of the reliability of water supply and wastewater services in the Sino district of Dushanbe city and improve the operational characteristics of the Dushanbe water utility company, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the main purpose of this assignment is to provide qualified support to the SUE “DVK” and the Interdepartmental Working Group (IWG) under the Executive Body of State Authority of Dushanbe in the management, control and quality assurance of the contract for the development of the Master Plan for Wastewater Disposal and the Comprehensive Plan for Ensuring the Resilience of Urban Water Supply to Changes climate in Dushanbe (DWSWP / QBS-02) (professional staff-months), implementation period, expected start date of assignment, etc. ensuring full consistency with the TOR attached or referred to in this REOI].

Specialist Requirement:

Individual consultant:

The qualifications and experience of the consultant must meet the following criteria:

• higher engineering and technical education (Bachelor’s degree or Master’s degree in civil engineering, water resources engineering or other related areas);

• at least 5 years of experience in managing similar assignments;

• excellent knowledge of legislative acts, regulatory legal and administrative documents, international and state standards, technical conditions for the development and execution of design estimates and other technical documentation, technical regulations, building codes and regulations, regulatory documents of state supervision bodies, other regulatory materials in relation to specialization;

• knowledge of the requirements and procedures of the World Bank for environmental protection and ecological safety;

• the ability to use modern technical means of design and performing computational work, and familiarity with planning approaches dealing with uncertainty, climate, and participatory planning

• excellent knowledge of Russian language, knowledge of English is encouraged.
