Reconstruction of sewage system of Masany district

1.        This Invitation for Bids follows the General Procurement Notice forthis Project that appeared in Development Business, issueno. 710 of September 16, 2007.

2.         The Government of Ukraine hasreceived a loan from the International Bank for Reconstruction and Development toward the cost of Urban Infrastructure Project, andit intends to apply part of the proceeds of this loan to payments under the Contract ChWWP-ICB-10W for "Reconstruction of sewagesystem of Masany district".

3.         The CommunalEnterprise"Chernihivvodokanal" of Chernihiv City Council now invitessealed bids from eligible and qualified bidders for the execution ofContract No. ChWWP-ICB-10W "Reconstruction of sewage system of Masany district" which involves arrangement of sewage pumping station with constructionof pump house area 4,1?5,4m, with laying on utilities, powersupply, telephony, arrangement of security and fire alarm in Chernihiv, Ukraine.The delivery/construction period is 180 (one hundred and eighty) days from the date ofContract commencement.

4.         Bidding willbe conducted throughthe International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries asdefined in the Bidding Documents.

5.         Interested eligible bidders mayobtain further information from the Communal Enterprise "Chernihivvodokanal" of Chernihiv City Council, Iryna Shtypa, e-mail:tender@chernihiv-water.org and inspect the Bidding Documents at the address (1) given below from09:00 a.m. to 05:00 p.m.

6.         Qualificationsrequirements include:

To qualifyfor award of the Contract, bidder shall meet the following minimum qualification criteria:

(a)     the minimum average annual turnover is$4.0 million, calculated as total certified payments received for contracts in progress or completed, within the last 3years;

(b)     experienceas prime contractor in theconstruction of at least 2 works of a nature and complexity equivalent to the Works over the period of 3 years (to comply with thisrequirement, works cited should be at least 70 percent complete);

(c)     proposals for the timely acquisition(own, lease, hire, etc.) of the following essential equipment:

-truck-mounted crane, 20t capacity;

- portablepower plant,4kW;

- truck, 5t capacity;

- single-bucket excavators,0,75-0,25m3 bucket;

- dozers, at least50kW and 110kW power rating;

- pavementcompactor with plain roller surface, 8t and 132t operating weight;

- gravelspreader;

- asphalt spreader

(d)    a Contract Coordinator (Contract Manager)with five years' experience in works of an equivalent nature and volume, including no less than three years as Manager;and

(e)     Theminimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be notless than 1 (one) million US dollars.

A consistenthistory of litigation or arbitration awards against the Applicant or any partner of a Joint Venture may result indisqualification

Winning Biddershall also have the followinglicenses/approvals/certificates or any acceptable documentaryevidence that such licenses/approvals/certificates will be available by the date of signing of theContract:

           Copies of the following Ukrainian approvals/licenses issued to the Bidder and required to perform works specified in thissection or any acceptable documentary evidence that such approvals/licenses will be available by the date of signing of theContract:

a) License to act as the General Contractor

b) Permit to perform works in hazardousconditions

c) Permit for commencement of construction works andengineering supervision

d) Certificates of personnel qualification pursuant tothe Law of Ukraine "On Labor Safety"

e) Conformity Certificates of Pressure Pipelines and Materials used during execution ofworks

A margin of preference for eligible national contractors/joint ventures shall not be applied.

7.         A complete set of Bidding Documentsin English language may be purchased by interested bidders on the submission of a written Application to the address(1) below andupon payment of a non refundable fee UAH 2400 or in USD300. The method of payment will be banking transfer to the accountbelow. The document will be sent by airmail for overseas delivery and surface mail or courier for local inland deliveryor can be picked from the address (1) below.

8.         Bids must bedelivered to theaddress (1) below at or before 11:00 a.m. local time, MAY 29, 2013. Electronic bidding will not be permitted. Latebids will be rejected.  Bids willbe opened in the presence of the bidders'representatives who choose to attend in person at the address (2) below at 11:00 a.m. local time,MAY 29, 2013.  

9          All bids must be accompaniedby a Bid Security of 2 (two) percent of the bid price or an equivalent amount in a freely convertible currency. The rate ofexchange to be used by the Bidder in calculating such equivalentamount shall be the selling exchange rate established by theNationalBank of Ukraine (9 Instytutska Street, Kyiv, Ukraine, tel: +38044 29359 73, official web-site at http://www.bank.gov.ua) for the date ofthe Bid Security issue.
