The Government of Republic of Tajikistan is currently implementing the World-Bank funded Tajikistan Preparedness and Resilience to Disasters Project (PREPARED) in the country. Objective of the project is to support disaster recovery, strengthen the resilience of critical roads, and enhance disaster risk management capacity; and in the case of an eligible crisis or emergency, respond promptly and effectively.

The Project Implementation Unit (PIU) “Tajikistan Preparedness and Resilience to Disasters Project” is inviting eligible consulting companies with experience to participate in a competitive selection to perform digital mapping services for the entire communication network of the Committee for Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan (ES and GO).

The purpose of the assignment is to create a digital map with the location of all communication network elements of the Committee for Emergency Situations and Civil Defense (COESCD) on the territory of the Republic of Tajikistan, so that the CoESCD have their own database on a permanent basis and subsequently the possibility of expanding them.

Scope of Services:

  1. Creation of a digital map of the Republic of Tajikistan (based on materials, satellite images, etc.; the first step of the digital map will be the creation of communication network database of CoESCD.
  2. Mapping the location of the entire communication network with interconnectivity details and location coordinates;
  3. Creation and filling of an attribute table (description, model, firmware, hardware versions, configuration details, etc.) for each equipment at each location.

Consultants will be selected using the Consultant Qualification Selection (CQS) method in accordance with the World Bank Procurement Regulations for Investment Project Finance (IPF) Borrowers: Goods, Works, Non-Consulting and Consulting Services (November 2020) and are open to all eligible bidders as defined in the Procurement Regulations.

The attention of interested advisers is drawn to paragraph 3.14 of the Regulations, which states that firms or individuals involved in procurement under the financing of Bank investment projects shall not have a conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

Qualification requirements:

• At least 7 years of experience in cartography or geodesy;

• Experience in performing similar assignments for public, private and international organizations;

• Experience in programs and projects in Tajikistan, CIS, Central Asia will be an additional advantage;

• Good knowledge of local rules and conditions, as well as experience of interaction with various levels of government and communities;

• The Consultant's staff must have appropriate education and sufficient experience in the field of engineering, geodesy, geoinformatics, cartography and land management

Proposals with expressions of interest must be submitted to the Project Implementation Unit (PIU) in writing in Russian / English (with a copy) no later than 17:00 on September 20, 2023 (in person, by mail, fax or e-mail).
