The German Government is supporting the Egyptian Ministry of Education and

Technical Education (MoETE) in its effort to increase the relevance of technical education through a Digitalisation Fund. The Digitalisation Fund will support the procurement, development and/or installation of necessary technology

including capacity building for TVET schools. The Fund could potentially finance internet connectivity infrastructure, hardware equipment, e-learning tools, education management systems, trainings around IT-skills and other relevant hardware or software (among others). The fund will be set up as a funding pool that will be managed by the MoETE with the support of a digital Implementation Consultant (IC) with the required IT, TVET, administrative and finance expertise.

 
Requested Services

Support and advise the PEA in all aspects related to the preparation, implementation and monitoring of the Project with respect to all technical, financial and organizational aspects, coordination with other stakeholder (e.g. privatesector, other IFIs), provide expertise in the overall fund management: This includes : development of the Fund’s procedures and their technical implementation and support, digital competencies in relevant TVET sectors, development of packages for suitable measures (sub-projects) to be financed via the Fund (positive and negative lists), development of selection and eligibility criteria and execution of the selection of sub-projects of TVET schools to be financed by the Fund, quality assurance of sub-project implementation, selection, design, detailed planning, tendering, contracting, and implementation of accompanying measures for sub-projects in digital capacity building, development of a RMMV (Remote Management, Monitoring, and Verification) component incl. selection of appropriate RMMV tools regarding finances, workflow, data rooms, submissions. With regard to the implementation cycle of the respective sub-project to be implemented by a TVET school, development of an operational manual.
