The Project

  1. The Government of Vanuatu (GoV) is implementing the Vanuatu Climate Resilient Transport Project (VCRTP). The project is funded in partnership with the World Bank through an IDA credit of US$ 35.5 million equivalent and IDA grant in the amount of US$ 30.5 million equivalent.
  1. The GoV and the World Bank are preparing VCRTP to design and construct a climate and disaster resilient South Santo Road and support the Ministry of Infrastructure and Public Utility’s (MIPU) Public Works Department (PWD) to establish a modernized resilient transport asset management system for the effective management of the entire transport network in the country.
  1. The Project will improve the South Santo Road; (i) reseal 5km to Saint Michel and seal the existing 60 km of gravel road between Saint Michel and Tassiriki; (ii) construct eleven new bridges to address loss of connectivity issues; (iii) repair three existing bridges with improved traffic safety; (iv) construct 102 box culverts; and, (v) construct other ancillary structures to improve climate resiliency, such as coastal protection, masonry covered drains, unvented drifts, gabion retaining walls, etc.

The Position

  1. MIPU is seeking an individual to provide consulting services as a Gender and Community Liaison Specialist, to be embedded in the Project Implementation Unit (PIU) in Luganville, Santo, to assist PWD in adherence to gender compliance and in implementing and monitoring the projects’ grievance redress mechanism (GRM). It is anticipated that the national Gender and Community Liaison Specialist will provide inputs on a full-time basis from October 2023 through to December 2025 and will be based in Santo.
  1. The key objectives of the Consultancy: are to ensure implementation, monitoring and reporting against the (i) GRM, (ii) Gender-based Violence (GBV), Violence against Children (VAC) Prevention Strategy, and (iii) Gender Action Plan. The Consultant will ensure that the construction Contractors’ plans for Community Liaison, Code of Conduct, HIV/GBV/VAC Prevention and Workers Management and Training Plan are implemented, monitored and reported monthly.
  1. MIPU now invites eligible individuals to indicate their interest in providing a curriculum vitae and cover letter, which demonstrate that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Qualifications and Expertise

The Consultant shall have the following qualifications and experience:

  1. A relevant tertiary qualification from a recognized institution in a relevant field such as Gender and Development, Sociology, Anthropology or equivalent professional experience;
  2. 5 years overall Professional Experience; ideally with at least 2 years’ experience as Gender expert in infrastructure development, preferably funded by International Agencies (i.e. World Bank, ADB, JICA, etc.);
  3. Familiarity in road construction operations, able to monitor and report against the Contractors gender and community consultation requirements.
  4. Ability to develop the activities of the project that will support the gender action plan, represent the MIPU-PWD at workshops and public events for matters related to gender dimensions, as well as facilitate knowledge transfer and coaching to national staff within the MIPU and PIU on gender aspects as needed,
  5. Familiarity with project gender and grievance redress requirements and ability to apply relevant World Bank Policies; and
  6. Excellent verbal, written and presentation communication skills in English and Bislama, with demonstrable high-level communication and reporting skills.
