Presolicitation

Added: Apr 25, 2013 11:21 am
The United States Government, represented by the United States Agency for International Development (USAID) in Senegal, intends to issue a solicitation for proposal for a project entitled Sahel Resilience Learning Project (SAREL). The SAREL Project intends to provide monitoring, evaluation, collaboration and learning support to USAID resilience programming in the Sahel.

The project is expected to run for 5 years from on/about September 1, 2013 to August 31, 2018. The SAREL will focus mainly on Niger and Burkina Faso, it will also bolster a larger multi-institutional initiative to build resilience and growth by drawing on lessons learned and adaptations already underway (either organic or facilitated by NGOs or others) to inform the six l'Alliance Globale pour l'Initiative Resilience au Sahel (AGIR) http://www.oecd.org/swac/topics/agir.htm focus countries, and the Sahelian zone of the Economic Community of West African States (ECOWAS).

USAID will issue a Request for Proposal (RFP) around the end of April 2013.  Please do not consider this pre-solicitation announcement as a RFP and do not submit your proposals until the formal RFP is released.  Award of this project shall be made subject to the availability of funds. This notice in no way obligates USAID to award a contract, nor does it commit the U.S. Government to pay for any cost incurred in the preparation and submission of proposals.

About the Funding Agency

The United States Agency for International Development ( USAID) is the federal government agency that leads worldwide development and humanitarian efforts to save lives, lessen poverty, enhance democratic government, and support people to move beyond reliance on aid. The mission is to promote and demonstrate democratic values abroad and advance a free, peaceful, and prosperous world.

USAID has offices around the world, in all the countries where it leads projects and helps the vulnerable population in countries such as Namibia, Laos, Libya, Barbados, Maldives, Palestine/West Bank & Gaza, Germany, Cote d'Ivoire, USA, Paraguay, Ecuador, Nicaragua, USA, Panama, Guinea, Angola, Sierra Leone, Mongolia, USA, Madagascar, Morocco, Kazakhstan, Lebanon, Myanmar, Jamaica, Bolivia, Peru, Zimbabwe, Nepal, and the Philippines.

USAID has hundreds of ongoing projects and funds in the world, the main responsibilities being to promote global health, support global stability, provide humanitarian assistance, catalyze innovation and partnership and empower women and girls. USAID engaged with African nations at an early stage and has since acted in partnership to achieve common interests and ideals from security to global health to climate change to freedom and democracy to shared wealth.

USAID also plays a crucial role in collaborating with Asian nations to ensure that the development decisions they make today help them to achieve long-term success by advancing countries on their paths to consciousness. In Europe and Eurasia, USAID continues to confront massive corruption, political stagnation, severe poverty, and underdeveloped policy and regulatory systems.

Locations

Burkina Faso

Burkina Faso continues to address infrastructure gaps amid ongoing development challenges by mobilizing external financing and multilateral support for transport, digital and basic services. Recent World Bank‑supported projects are strengthening climate‑resilient road and rail networks to improve connectivity and trade, and expanding digital infrastructure and public services to drive growth and inclusion. Urban mobility and basic infrastructure investments in secondary cities are helping improve access to services and economic opportunities for populations affected by instability and climate shocks. While security and fiscal constraints complicate implementation, infrastructure development remains a core component of the country’s medium‑term growth and resilience strategies.

Niger

Niger faces substantial infrastructure deficits in electricity, transport and water, which constrain productivity and human development. Investment efforts focus on expanding road networks, improving regional trade links and strengthening energy supply, often with multilateral support. Political instability and security concerns, however, have disrupted reform momentum and investor confidence. Enhancing governance, fiscal stability and institutional frameworks will be essential to unlocking infrastructure’s role in economic diversification and resilience.
