Details:

The State Committee for Refugees and IDPs (SCRI) of the Republic of Azerbaijan, an implementing agency for “Improved Livelihoods for IDPs in Azerbaijan Republic” funded by World Bank, announces the following vacancy:

- Monitoring and Evaluation Specialist

The three-year project “Improved Livelihoods for Internally Displaced Persons in Azerbaijan” aims to improve government policy and program implementation on recovery and peacebuilding while also increasing the skills, access to support services and opportunities for income generation of vulnerable IDP households in Azerbaijan.

This objective will be achieved through the following activities:

Component 1: Skills development;

Component 2: Job placement and business development support;

Component 3: Civic engagement, social cohesion, monitoring and operational support.

Requirements and Qualifications:

Education:

  • A university degree in the area of social sciences (minimum bachelor’s degree, master’s degree preferred);

Experience and Knowledge:

  • At least 3 years of experience in accordance with the community participation methodology;
  • At least 5 years of work experience with IDPs.

Other necessary skills:

  • Fluency in Azerbaijani (English is an advantage);
  • Excellent computer skills (MS Windows, MS Excel, Word);
  • Ability to work with vulnerable people.

Preferred:

Under the overall supervision of the PIU Director and in close collaboration with project team, M&E Specialist is expected to design and supervise the project’s M&E Plan, ensuring that capturing project performance results and provide effective, accurate, and timely monitoring, evaluation, and reporting of all project activities. In addition, M&E Specialist will ensure that lessons learned are continuously integrated into the project's implementation process.

The responsibilities of M&E Specialist include, but are not limited to:

  • Discuss progress and share early drafts of the M&E Plan with the PIU and other key stakeholders for inputs and comments, as well as discuss constraints and opportunities, and how sensitive or confidential data are to be handled.
  • Establish an effective data collection system and reporting forms for capturing qualitative information. Identify sources of verification that the PIU staff can use.
  • Supervise and monitor the whole Project cycle implemented by PIU in accordance with the procedures of the Operational Manual. Assessment of the progress and impacts of the activities of the project till the end of the project.
  • Guiding and supporting the PIU staff and other stakeholders involved in the project implementation in the proper monitoring and evaluation of project activities.
  • Support PIU staff to ensure that data are collected inclusively and disaggregated by gender, age, and other dimensions, and are analyzed, interpreted, reported, and used Project cycle.
  • Carry out monitoring organizing meetings with IDP communities on the Project;
  • Collect data on the Project and carry out evaluation using special survey forms;
  • Establish and manage a Management Information System (MIS) – preferably with online visibility so that results can be shared with various stakeholders - which captures all data required for project reporting and facilitates the generation of reporting on outputs and outcomes under the project;
  • Closely cooperate with the Community Mobilization Specialist to provide active participation of beneficiaries in preparation of the monitoring and evaluation reports, including implemented activities;
  • Analyze and ensure there are high quality, accurate mechanisms for collecting and reporting on the indicators and approaches specified in the Results Framework for the project for the semi-annual project reports, and on an ad-hoc basis as needed.
  • Coordinate with the Civic Engagement Service Provider (CESP) financed under the project to ensure that data is collected, analyzed and reported so as to meet the needs of the Results Framework reporting and to enhance the M&E quality of the CESP work, including gathering feedback from beneficiaries, the broader population of IDPs and citizens as a whole;
  • Review and assess opportunities for making use of available data on current IDP situation as baseline data that could be used to measure progress over time in the project – including the World Bank-financed IDP Survey;
  • Analyze, generalize, submit reports on monitoring of Project impact on beneficiaries on each component;
  • Provide information about the Project implementation through the Committee’s website, and maintain it on a regular basis
  • Update paragraphs of the Operational Manual when required and with the agreement of the PIU Director and No Objection from the World Bank.

Work Conditions:

The Monitoring and Evaluation Specialist will be ready for the regular business trips for monitoring of the implemented activities.

Terms of the Contract:

The M&E Specialist is hired by contract for the term of 24 months, on a half-time basis, with the possibility to extend the contract after the evaluation of his/her work performance.
