The Government of Islamic Republic of Pakistan represented by Government of Balochistan has received a grant and loan from World Bank towards and intends to apply part of the funds to cover eligible payments for hiring consulting services for Value Chain Studies for Tourism Sector, Government of Baluchistan”

Project Management & Implementation Unit (PMIU) for Balochistan livelihood and Entrepreneurship Project (BLEP) (hereinafter called as the Client) intends to apply part of the funds to cover eligible payments for hiring the services for “Value Chain Studies for Tourism Sector, Government of Baluchistan” (hereinafter as the Consulting Firm).

The detailed TORs of the Assignment can be obtained from the Office of PMIU-BLEP or can be downloaded from BLEP’s Website www.blepgob.org.pk

The PMIU-BLEP, Government of Balochistan now invitesconsulting firms to indicate their interest in providing the Services. Interested Firms should provide information demonstrating that they have the required qualifications and experiences to perform the Services.

The attention of interested consulting firms is drawn to Sections III, clause 3.14, 316 and 3.17 of the World Bank’s Procurement Regulations for Borrowers July, 2016, revised November 2016 and August 2018.

Consulting firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The selection process will be carried out following Consultant Qualification Selection (CQS) in accordance with Section VII , Clauses 7.11 & 7.12 of World Bank Procurement Regulations for IPF Borrowers (July 2016).

The interested consultancy firm shall be shortlisted in accordance with the following criteria:

  • Firm must be registered in FBR as an active filer
  • Firm must have at least ten (10) years overall working experience of consulting service.
  • Firm must have completed at least 03 reports of value chain assignment with official completion report.
  • The firm should have qualified technical staff conforming to the required scope of work and objectives covered under ToRs.

(Only list of required staff with educational qualification & working experience is required at this stage).

  • Firm must have experience of at least three (03) years of using KOBO / CAPI or any statistical software.

(Documentary evidence must be provided e.g. contract / letter of award / work order / completion certificates or reference letter from the clients stating scope of services and deliverables & duration of assignment in order to justify).
