LOAN-4348 BAN: Improving Computer and Software Engineering Tertiary Education Project - PMU/ SD-7 Consultancy services for stipend program manual (50140-002)

Objectives: The Stipend Program Specialist will assist PMU and PIUs in preparing operation manuals for stipend in consultation with university officials and monitor the appropriate stipend distribution as per the rules, regulations and manuals. The Specialist will carry out a review of existing stipend programs in Bangladesh and other south Asian countries, prepare stipend manual, including monitoring mechanism, assist in preparation and compiling program plan for implementation of stipend for encouraging CSE education in tertiary level for women and/or master/PhD students, especially those who are from low-income households, in consultation with the gender expert (consultant) and PMU. He/she will also design, implement, and assess stipend program and assist UGC and universities in preparing monitoring report related to stipend program.
